Opening of Public Hearing Adoption of Budget Approval of Resolution 2020-2 2021-2030 CRWD Comprehensive Watershed Plan Review of Draft plan ADJOURNMENT All citizens of the Clearwater River Watershed District are invited to attend the public hearing. The Board will vote to approve or amend this budget at the hearing with a resolution as follows:
RESOLUTION ADOPTING THE CLEARWATER RIVER WATERSHED DISTRICT’S 2021 BUDGET, GENERAL AD VALOREM LEVY, SPECIAL ASSESSMENTS, SEWER UTILITY BILLING RATE SCHEDULE, AND CERTIFICATION DATE OF DELINQUENT UTILITY ACCOUNTS AND UNPAID SPECIAL ASSESSMENT ROLLS TO APPLICABLE COUNTIES WHEREAS, the Board of Managers for the Clearwater River Watershed District (CRWD) has prepared a proposed budget for the CRWD for 2021; and, WHEREAS, the Board of Managers for the CRWD has held a public hearing on the proposed budget hearing pursuant to Minn. Stat. ß 103D.911; and, WHEREAS, the Rules and Regulations of the CRWD require the Board of Managers to adopt a sewer utility rate schedule, and to set a certification date for collection of delinquent sewer utility accounts to the applicable county; and, NOW, THEREFORE, BE IT RESOLVED by the Board of Managers for the Clearwater River Watershed District as follows, that: The proposed 2021 Budget for the CRWD, as noticed publicly in legal newspapers, is hereby adopted in the amount of $691,501. The proposed 2021 general ad valorem levy of $250,000 is hereby adopted. The following special assessments are levied as follows: 2021 Augusta Bog Control O&M Assessment: $4,500 2021 Clearwater / Grass Bog Control O&M Assessment: $2,500 2021 Pleasant Lake Outlet Control O&M Assessment: $600 2021 Clearwater Chain of Lakes (1980) O&M Assessment: $176,000 2021 Project #06-1 O&M Assessment: $55,000 2021 Cedar Lake AIS O&M Assessment: $22,000 2021 Lakes Louisa & Marie AIS O&M Assessment: $29,750 2021 Lake Augusta Aquatic Invasive Species O&M Assessment: $4,500. 2021 School Section Lake Outlet O&M Assessment: $4,200 2021 Data Acquisition: $50,000 The 2021 sewer utility billing rate schedule is adopted as follows: Hidden River Sewer System: $211.00 per quarter ($$ to General O&M and $$ to Nitrogen Mitigation O&M Fund) Rest-A-While Sewer System: $228.00 per quarter Clearwater Harbor Sewer System: $158.00 per quarter ($$ to General O&M and $$ to N Mitigation O&M Fund) Wandering Pond Sewer System: $215.00 per quarter. The certification date of collection to the applicable counties for collection as part of 2021 property taxes for 2020 delinquent sewer utility accounts is November 30, 2020.
