SOUTHSIDE TOWNSHIP NOTICE OF HEARING ON PROPOSED ASSESSMENT
Notice is hereby given that the Town Board of the Southside Township, Wright County, Minnesota, will meet at 7:00 p.m. on the 29th day of November, 2021, or soon thereafter at the Southside Town Hall, located at 8209 County Rd 3 NW, Annandale MN 55302, to pass upon the proposed assessment of costs related to the paving of 62nd Street within Southside Township. The properties proposed to be assessed are as follows:
All of the lots in the plat of Johnson Park, Wright County, Minnesota; and
Lots 1-4, Block 1; Lot 1, Block 2; Lot 1, Block 3; Lots 1-5, Block 4; Lot 1, Block 5; Lots 1-5, Block 6, all in the plat of Johnson Park 2nd Addition, Wright County, Minnesota; and those properties assigned Wright County property identification numbers 217000333201, 217028000161, and 217000333202 in Southside Township, Minnesota.
The proposed assessment roll is on file for public inspection in the Town Clerk’s office at Town Hall. The total amount of the proposed assessment is $145,000. Adoption of the proposed assessment by the Town Board may be taken at the hearing. Written or oral objections to the proposed assessments by any property owner will be considered at the meeting. No appeal may be taken as to the amount of the assessment unless a written objection, signed by the property owner, is filed with the Town Clerk prior to the hearing or presented to the presiding officer at the hearing.
An owner may appeal an assessment to the District Court pursuant to Minnesota Statutes Section 429.081 by serving written notice of the appeal upon the Town Board Chair or Town Clerk within thirty (30) days after the adoption of the assessment and filing such notice with the District Court within ten (10) days after service upon the Town Board Chair or Town Clerk.
Minnesota Statutes Section 435.193 through 435.195 authorize a municipality to defer the payment of assessments against homestead property owned by persons 65 years of age and older, or who are retired because of permanent and total disability under circumstances where it would be a hardship for such person to make the assessment payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law, all amounts accumulated plus applicable interest become due. To date, Southside Township has not authorized the deferral of assessments under Minnesota Statute Sections 435.193 through 435.195 and no such deferral option is currently available.

CITY OF ANNANDALE ORDINANCE NO. 383 AMENDING THE ZONING ORDINANCE TO PROHIBIT SHORT TERM RENTALS
The Council of the City of Annandale, Minnesota does hereby ordain: Section 1. Annandale Zoning Ordinance Section 150.05 is hereby amended to add the following:
13. Short Term Rentals Prohibited.
A. Purpose. The City finds that short-term rentals located in residential zoning districts constitute commercial use of residential property, conflict with the residential character of residential zoning districts, disrupt the residential character of neighborhoods, and have a negative impact on the livability of residential neighborhoods. To preserve the residential character of the City’s residential districts, preserve property values, and reduce land use conflicts, the City determines, in furtherance of the public health, safety and general welfare, it is necessary to limit short-term rentals to hotels, motels, lodging establishments, and similar accommodations.
B. Prohibition. It is prohibited to rent, lease, or offer for rent or lease any dwelling unit, part of a dwelling unit, lodging room, accessory apartment, or other accommodation for a period of less than thirty (30) consecutive days. Rental of less than this period of time shall only be permitted in state licensed hotels and other lodging establishments where permitted by the City’s Zoning Ordinance.
Section 2. Annandale Zoning Ordinance Sections 150.04, 150.26 R-4 Conditional Uses, and 150.27 R-5 Conditional Uses are hereby amended to delete the definition of Boarding House and references to Boarding Houses.
Section 3. This Ordinance shall be placed into effect upon passage and publication. Adopted this 8th day of November, 2021.
