CALL TO ORDER/ROLL CALL: The City Council of Annandale, Minnesota met for a regular meeting on September 12, 2022 at 6:30 p.m. at the City Hall Council Chambers. Mayor Jonas called the meeting to order at 6:30 p.m. City Council Present: Jonas, Wuollet, Czycalla, Grundy, Honsey. City Council members absent: None. Also, present were Administrator Hinnenkamp, Fire Chief Townsend, Bradley Peterson, Al Evavold, Greg Roth, members of the public and the Annandale Advocate.
SET AGENDA: The following items were added to the agenda: Item 9G- Resolution Calling TIF Hearing, Item 9H Special Event, Item 9I Request to use City log. The motion carried unanimously. All motions are approved unanimously unless otherwise noted.

VISITORS:
Coalition of Greater MN Cities- Bradley Peterson presented information to the City Council on CGMC. No action was taken by Council.
Greg Roth- 2022-2023 Insurance Renewal- Roth presented the insurance renewal. A motion was made by Honsey and seconded by Czycalla to approve the renewal and to not waive the tort liability limits.

NEW BUSINESS:
Consider CAP Homes Request- Council reviewed the request and recommendation of City Council.
A motion was made by Wuollet and seconded by Czycalla to table the request and have the developer work with staff to address the landscaping plan, traffic concerns and density. Resolution 22-51 Approving 2023 Preliminary Levy, Budget, Calling TNT Hearing and Resolution 22-52 Approving Debt Levy Abatement- A motion was made by Czycalla and seconded by Honsey to approve Resolution 22-51 and Resolution 22-52 as presented. ROLL CALL: Ayes: Honsey, Wuollet, Grundy, Czycalla, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 22-51 and 52 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Consider 3 Year Audit Engagement- A motion was made by Czycalla and seconded by Wuollet to approve the 3-year engagement with Burkhardt and Burkhardt as presented. Approve Right of Access Permit- MnDot- A motion was made by Grundy and seconded by Czycalla to approve the Right of way Access permit with MnDot with the stipulation that all drilling is out of the right-of-way unless approved by Haller and Voge.
Review Concept for Rec Park Playground- Council reviewed the concept plan. A motion was made by Wuollet and seconded by Honsey to approve the concept of the Rec Park Playground.
Review Concept for Splash Pad- Council reviewed the splash pad concept at the Municipal Park. A motion was made by Czycalla and seconded to approve the concept as presented. Resolution 22-53 Calling TIF Hearing. Staff informed Council Gary Stang has submitted a TIF application for his project, the Willows of Annandale. A motion was made by Czycalla and seconded by Honsey to approve the Resolution calling a Public Hearing for October 17, 2022. ROLL CALL: Ayes: Honsey, Wuollet, Grundy, Czycalla, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 22-53 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Special Event for Heart of the Lake Team- eXp- Council reviewed the request to close the City Hall parking lot for an event open to the public, hosted by Heart of the Lake Team- eXp. A motion was made by Grundy and seconded by Czycalla to approve the event, but not to include food trucks as part of the event. Request for use of the City Logo- The Council reviewed the request from Vintage Patina to use the logo as part of post cards they would sell at their store. A motion was made by Czycalla and seconded by Grundy to table this item until additional information is provided.
MAYOR/COUNCIL REPORTS: Chief Townsend information the Council the old rescue sold for $10,000 and after the commission was paid, the city netted $9400. He also mentioned the Fire Department received payment of $4657 from the Forsman Farms mutual aid fire and that the Fire Relief purchased an AED for $7200 to be placed in the Municipal Park. Chief Standafer informed the Council that he commended the Fire department and Tiffany Grube with Community Education on the AED. He also updated the Council on the Wellness Program they will be providing to FT Police Officers.

Notice is hereby given to the qualified voters of French Lake Township, County of Wright, State Of Minnesota, of the following election: The Public Accuracy Test of the election equipment DS200 counter and Omniballet, assisted voting device, which will be used during the election will be held on November 1st, 2022 immediately following the November Township meeting at 7:00 pm at the French Lake Township Hall. The purpose of this testing is to ascertain that the equipment will correctly tabulate the votes cast for all races and candidates. The public is invited to attend.
