G. Dougherty moved to approve the following 25-26 contracts. Jacobson seconded. Motion carried 5-0.

B. The next monthly meeting will be at the Annandale Elementary School on Monday, August 25, 2025 at 7:00 pm held in person in the media center.

NOTICE TO ALL CITIZENS OF THE CLEARWATER RIVER WATERSHED DISTRICT
Notice is hereby given that the Board of Managers will hold a public hearing on the proposed 2026 budget for the Clearwater River Watershed District as follows:

All citizens of the Clearwater River Watershed District are invited to attend the public hearing. The Board will vote to approve or amend this budget at the hearing with a resolution as follows:
WHEREAS, the Board of Managers for the Clearwater River Watershed District (CRWD) has prepared a proposed budget for the CRWD for 2026; and,
WHEREAS, the Board of Managers for the CRWD has held a public hearing on the
proposed budget hearing pursuant to Minn. Stat. § 103D.911; and,
WHEREAS, the Rules and Regulations of the CRWD require the Board of Managers to
adopt a sewer utility rate schedule, and to set a certification date for collection of delinquent sewer utility accounts to the applicable county; and,
NOW, THEREFORE, BE IT RESOLVED by the Board of Managers for the Clearwater River
Watershed District as follows that:
• The proposed 2026 Budget for the CRWD, as noticed publicly in legal newspapers, is hereby adopted in the amount of $822,539.
• The proposed 2026 general ad valorem levy of $250,000 and data acquisition fund levy of $75,000 are hereby adopted.
• The General Fund budget, in the amount of $290,000 is adopted as follows:
o Governance: $35,000
o Admin & General: $64,000
o Tech & Engineering: $35,000
o Operations & Maintenance: $6,000
o Water Quality Monitoring: $100,000
o Other Special Projects: $25,000
o Capital Outlay: $25,000
• The following special assessments are levied as follows, the levied amounts are equal to the budgets for these funds:
o 2026 Lake Augusta Bog Control O&M Assessment: $2,500
o 2026 Clearwater and Grass Lakes Bog Control O&M Assessment: $12,000
o 2026 Pleasant Lake Outlet O&M Assessment: $2,500
o 2026 School Section Lake Outlet O&M Assessment: $7,700
o 2026 Clearwater Chain of Lakes (1980) O&M Assessment: $176,000
o 2026 Project #06-1 O&M Assessment: $55,000
o 2026 Cedar Lake AIS O&M Assessment: $32,000
o 2026 Louisa & Marie Lake AIS O&M Assessment: $28,485
o 2026 Lake Augusta Aquatic Invasive Species O&M Assessment: $4,500
• The 2025 sewer utility billing rate schedule is adopted as follows, the levied amounts are equal to the budgets for these funds:
o Hidden River Sewer System: $294.00 per quarter ($222.00 to General O&M; $72.00 to Nitrogen Mitigation O&M Fund)
o Rest-A-While Sewer System: $239.00 per quarter
o Clearwater Harbor Sewer System: $166.00 per quarter ($94.00 to General O&M; $72.00 to Nitrogen Mitigation O&M Fund)
o Wandering Pond Sewer System: $215.00 per quarter
• The certification date of collection to the applicable counties for collection as part of 2026 property taxes for 2025 delinquent sewer utility accounts is November 30, 2025.
• The certification date of collection to the applicable counties for collection as part of 2026 property taxes for unpaid special assessments levied by this resolution is November 30, 2025.
At the time of budget adoption, the managers also may approve administrative adjustments of benefited property status in accordance with CRWD policy.

Notice is given that on 10/28/2025 at 9:00 a.m., a hearing will be held remotely via Zoom in this Court at 3700 Braddock Avenue, Buffalo, Minnesota, for the formal probate of an instrument purporting to be the Will of the Decedent dated May 22, 2013, (“Will”), and for the appointment of Diana L. Maki as Personal Representative of the Estate of the Decedent in unsupervised administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate. Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.
