ANNANDALE CITY COUNCIL
December 8, 2025
CALL TO ORDER/ROLL CALL
The City Council of Annandale, Minnesota, met for a regular meeting on December 8, 2025, at 6:30 p.m. at the City Council Chambers. Mayor Shelly Jonas called the meeting to order.
City Council Members Present: Matthew Wuollet via zoom, Corey Czycalla, Tina Honsey, JT Grundy, Shelly Jonas. City Council Members Absent: None
Also present were: City Administrator Kelly Hinnenkamp, Police Chief Pete Standafer, Assistant Engineer Nick Peterson, Community Development Director Jacob Thunander, Public Works Director Joe Haller, members of the public and the Annandale Advocate.
SET AGENDA
The following items were amended- Remove Item L from Consent. A motion was made by Honsey and seconded by Czycalla to adopt the agenda as amended.
All motions are approved unanimously unless otherwise noted.
APPROVAL OF MINUTES
A motion was made by Honsey and seconded by Grundy to adopt November 10, 2025 minutes as presented.
VISITORS
Annandale Chamber of Commerce- Board members David Burd and Mike Ziska requested the Council consider a joint shared position. Hinnenkamp provided a draft of a Community Outreach Coordinator position. A motion was made by Jonas and seconded by Honsey to refer this to the personnel committee.
PUBLIC HEARING
Truth-in-Taxation Hearing- Resolution 25-68 Approving 2026 Final Levy Certification and Budget. Hinnenkamp presented the proposed 2026 Budget and Final Levy to be certified to the County. The public hearing was opened at 6:50pm. After hearing not public input, the public hearing was closed at 6:51pm. A motion was made by Czycalla and seconded by Honsey to approve Resolution as presented. ROLL CALL: Ayes: Honsey, Grundy, Wuollet, Czycalla, Jonas. Nays:None. Absent: None. Abstain: None. Resolution 25-68 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Ordinance 435 Amending 2026 Fee Schedule. Mayor Jonas opened the hearing at 6:55pm.
After hearing no input from the public, the hearing was closed at 6:56pm. A motion was made by Honsey and seconded by Grundy to approve Ordinance 435 Amending the 2026 Fee Schedule.
OPEN FORUM
Developer Perry Ryan asked Council to consider allowing the fence that he constructed on Outlot B to stay. Additional input was made from members of the public. Resident Erik Rust stated this access is used because the south access is not usable. Resident Jamison expressed concern with motorized traffic. Resident Topher McKinley expressed concern with safety if its I used for motorized vehicles. Staff informed Council they can work to develop options and present at a later time. No action was taken by Council at this time.

UNFINISHED BUSINESS
Bandshell/ Performance Structure at Municipal Park- Thunander provided an updated to Council on the proposed locations. Mayor Jonas stated she would like to see Council chose a location and then have the committee focus on the final design of the structure. A motion was made by Grundy and seconded by Honsey to select location 1 from what was presented.
NEW BUSINESS
Purchase of Shade for Rec Park- A motion was made by Czycalla and seconded by Honsey to approve the quote from Midwest Playscapes for purchasing shade for the Rec Park Softball Fields and Pickleball Courts.
MAYOR/COUNCIL REPORTS
· Haller- Informed Council that Windstream was submitting a right-of-way permit for
improving their infrastructure in town.
• Standafer informed Council that they are working on developing a camera plan for key
corridors in town and planning for upcoming events.
• It was noted there is a joint school board meeting scheduled for January 5, 2026 at 5pm.

Motion to adjourn made by Czycalla and seconded by Honsey. The meeting was adjourned at 8:00pm.
