ANNANDALE CITY COUNCIL
February 9, 2026
CALL TO ORDER / ROLL CALL / ADOPT AGENDA The City Council of Annandale, Minnesota met for a regular meeting on February 9, 2026, at 6:30 P.M. in the City Council Chambers. Mayor Shelly Jonas called the meeting to order.
Council Members Present: Matthew Wuollet via zoom, Tina Honsey and Shelly Jonas. City Council Members Absent: Czycalla, Grundy
Also present were: City Administrator Kelly Hinnenkamp, Police Chief Pete Standafer, Community Development Director Jacob Thunander, Public Works Director Joe Haller, Fire Chief Kris Townsend, Assistant Engineer Nick Peterson, Matt Graham with Kinetic, Kyle Schmidte and the Annandale Advocate.
SET AGENDA
A motion was made by Honsey and seconded by Wuollet to adopt the agenda with the addition of the temporary liquor license under New Business. The motion carried unanimously.
All motions are approved unanimously unless otherwise noted.
APPROVAL OF MINUTES
A motion was made by Honsey and seconded by Wuollet to approve the minutes of the December 18, 2025, December 31, 2025 and January 12, 2026 City Council meeting as presented. The motion carried unanimously.
VISITORS
Matt Graham with Kinetic- Graham informed Council that Kinetic would be upgrading their infrastructure to fiber in 2026.

OPEN FORUM
None.
CONSENT AGENDA
A motion was made by Wuollet and seconded by Honsey to approve the consent agenda as presented. The motion carried unanimously. Items approved included:

E. Approve Resignation- Morris
F. Approve Resignation- Gehrke
G. Approve Safety Training Proposal

UNFINISHED BUSINESS

NEW BUSINESS
Camera Infrastructure Proposal- Standafer presented information regarding a proposed camera infrastructure proposal. No action was taken, will be discussed next month.
Reschedule March Meeting- Council rescheduled the March meeting to March 16th at 6:30pm.
Temporary Liquor License- A motion was made by Honsey and seconded by Wuollet to approve a Lawful Gambling Permit for Angel of Hope Animal Resuce for an event at Spilled Grain on March 19th.
MAYOR / COUNCIL REPORTS
Department Heads presented their annual reports.
ADJOURNMENT
A motion was made by Honsey and seconded by Jonas to adjourn the meeting. The meeting adjourned at 7:47 P.M.

Notice is given that on April 23, 2026 at 9:00 am, a hearing will be held remotely via Zoom in this Court at 3700 Braddock Avenue NE, Buffalo, Minnesota, for the adjudication of intestacy and determination of heirship of the Decedent, and for the appointment of Laura Ann Swanson as Personal Representative of the Estate of the Decedent in an unsupervised administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate, including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate. Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

Woelfel & Pamela W. Kensler as Co-Personal Representatives of the Estate of the Decedent in an unsupervised administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Co-Personal Representatives will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.
