ANNANDALE CITY COUNCIL MEETING MINUTES OCTOBER 7, 2019 CALL TO ORDER / ROLL CALL: The City Council of Annandale, Minnesota met for a regular meeting on October 7, 2019 at 7:00 p.m. at the City Hall Council Chambers. Council Member Czycalla called the meeting to order at 7:00 p.m. City Council Present: Wuollet, Jonas, Hastings, Czycalla. City Council members absent: Gunnarson. Also, present were Administrator Hinnenkamp, Police Chief Herr, Steve Miller, Marianne Humola, Shannon Sweeney and the Annandale Advocate. SET AGENDA: The following items were added: Item J under new business, Humola Variance, Item K under new business- St. Ignatius Event. Motion was made by Wuollet and seconded by Jonas to adopt the agenda as amended. The motion carried unanimously. All motions are approved unanimously unless otherwise noted. SWEARING IN OF OFFICER SKINNER- Chief Herr administered the Swearing in for Officer Skinner. MINUTES: A motion was made by Jonas and seconded by Wuollet to approve the minutes of September 9, 2019. AUDITING CLAIMS: A motion was made by Hastings and seconded by Wuollet to approve the claims and EFT’s as presented. Checks: 56491-56502, 56522-56536, 56543-56509. Payroll Checks: 56503-56521, 56537-56542. Checks Voided: 56493. VISITORS: NONE PUBLIC HEARINGS: NONE Resolution 19-36 Approving the Creation of TIF 1-15- Czycalla closed the meeting and open the public hearing, at 7:13pm. Sweeney presented the TIF Plan. After hearing no public comment, the public hearing was closed at 7:20pm. A motion was made by Jonas and seconded by Wuollet to approve the Resolution 19-36. ROLL CALL: Ayes: Wuollet, Czycalla, Hastings and Jonas. Nays: None. Absent: Gunnarson. Abstain: None. Resolution 19-33 adopted on a 4-aye, 0-nay, 1-absent, 0-abstain vote. CITIZEN’S FORUM: NONE CONSENT AGENDA: A motion was made by Hastings and seconded by Czycalla to approve the Consent Agenda as presented: Police, Finance, Fire, Deputy Registrar — July Reports, Employment Anniversaries / Step Increases: None, Fund Transfer / Closures, Donations, PZ Minutes, Wastewater Minutes. UNFINISHED BUSINESSNONE NEW BUSINESS Resolution 19-37 Refunding Bond- A motion was made by Jonas and seconded by Wuollet to approve Resolution 19-37. ROLL CALL: Ayes: Wuollet, Czycalla, Hastings and Jonas. Nays: None. Absent: Gunnarson. Abstain: None. Resolution 19-33 adopted on a 4-aye, 0-nay, 1-absent, 0-abstain vote. Resignation of Seagraves from Park Commission- A motion was made by Hastings and seconded by Jonas to accept Seagraves resignation and declare a vacancy in the Park Commission. Flaherty and Hood Contract- A motion was made by Jonas and seconded by Hastings to approve the contract with Flaherty and Hood for 2020 Lobbying Services Quote for Partitions at Concessions facility- A motion was made by Jonas and seconded Wuollet to approve the quote from Partitions One in the amount of $4,695. School District Use of Election Equipment- Hinnenkamp informed the Council the District will be holding their election at City Hall. All expenses related to the operations of the election are paid for by the district. The District has requested to use the Automark station, which is owned by the City. A motion was made by Hastings and seconded by Wuollet to approve the use of the Automark by the school district for their November 5th election. Sewer / Water Connections for Pleasant Lake West Improvement Area- A motion was made by Jonas and seconded by Hastings to require properties within the Pleasant Lake West Improvement Area to connect to the City sewer and / or water regardless of whether the private systems are in working order at the time of sale. Call Public Hearing for Assessment of Delinquent Account- A motion was made by Hastings and seconded by Wuollet to call a public hearing on the assessment of delinquent accounts on November 4, 2019. Resolution 19-38 transferring Liquor License- Hinnenkamp informed the Council Billy D ‘s has restructured the ownership of property and the name needs to be updated. A motion was made by Czycalla and seconded by Wuollet to approve Resolution 19-38 transferring the name of Billy D’s liquor license due to a name change in the ownership. Consider outsourcing of Payroll- A motion was made by Wuollet and seconded by Jonas to contract with KDV for the outsourcing of payroll. St. Ignatius Event- A motion was made by Jonas and seconded by Wuollet to approve the MN Lawful Gambling Application and Temporary Liquor license for the St. Ignatius Event. MAYOR / COUNCIL REPORTS: NONE Jared Voge updated the Council on the on 2020 Project. ADJOURNMENT: Moved by Hastings seconded by Wuollet to adjourn at 8:05pm. The meeting was adjourned. CLEARWATER RIVER WATERSHED DISTRICT PUBLIC HEARING NOTICE The Clearwater River Watershed District Board of Managers will hold a public hearing to levy special assessments upon properties within the District for lake management, as well as delinquent accounts for the managed community septic systems, to the County for collection through property taxes on November 20, 2019 at 6:00 p.m. at the District office, 93 Oak Ave S, #5, Annandale, MN. The District Board will hear all interested persons concerning the proposed levies.
