Notice is hereby given that the Board of Managers will hold a public hearing on the proposed 2024 budget for the Clearwater River Watershed District as follows:

RESOLUTION 2023-01 ADOPTING THE CLEARWATER RIVER WATERSHED DISTRICT’S 2024 BUDGET, GENERAL AD VALOREM LEVY, SPECIAL ASSESSMENTS, SEWER UTILITY BILLING RATE SCHEDULE, AND CERTIFICATION DATE OF DELINQUENT UTILITY ACCOUNTS AND UNPAID SPECIAL ASSESSMENT ROLLS TO APPLICABLE COUNTIES
WHEREAS, the Board of Managers for the Clearwater River Watershed District (CRWD) has prepared a proposed budget for the CRWD for 2024; and,
WHEREAS, the Board of Managers for the CRWD has held a public hearing on the proposed budget hearing pursuant to Minn. Stat. § 103D.911; and,
WHEREAS, the Rules and Regulations of the CRWD require the Board of Managers to adopt a sewer utility rate schedule, and to set a certification date for collection of delinquent sewer utility accounts to the applicable county; and,
NOW, THEREFORE, BE IT RESOLVED by the Board of Managers for the Clearwater River Watershed District as follows, that:
The proposed 2024 Budget for the CRWD, as noticed publicly in legal newspapers, is hereby adopted in the amount of $676,988
The proposed 2024 general ad valorem levy of $250,000 is hereby adopted.
The following special assessments are levied as follows:
2024 Augusta Bog Control O&M Assessment: $2,500
2024 Clearwater / Grass Bog Control O&M Assessment: $12,000
2024 School Section Lake Outlet O&M Assessment: $7,700
2024 Clearwater Chain of Lakes (1980) O&M Assessment: $176,000
2024 Project #06-1 O&M Assessment: $55,000
2024 Cedar Lake AIS O&M Assessment: $22,000
2024 Lake Augusta Aquatic Invasive Species O&M Assessment: $4,500
2024 Data Acquisition: $0
The 2024 sewer utility billing rate schedule is adopted as follows:
Hidden River Sewer System: $280.00 per quarter (211.00 to General O&M; $69.00 to Nitrogen Mitigation O&M Fund)
Rest-A-While Sewer System: $228.00 per quarter
Clearwater Harbor Sewer System: $158.00 per quarter ($89.00 to General O&M; $69.00 to Nitrogen Mitigation O&M Fund)
Wandering Pond Sewer System: $215.00 per quarter
The certification date of collection to the applicable counties for collection as part of 2024 property taxes for 2023 delinquent sewer utility accounts is November 30, 2023.

At the time of budget adoption, the managers also may approve administrative adjustments of benefited property status in accordance with CRWD policy.

This regular meeting will be held in place of their originally scheduled date of September 20, 2023. Independent School District No. 876 gives notice to parents of students currently in attendance in the school district, eligible students currently in attendance in the school district, and students currently in attendance in the school district of their rights regarding the conduct of surveys, collection and use of information for marketing purposes, and certain physical examinations.
1. Parents, eligible students, and students are hereby informed that they have the following rights:
a. All instructional materials, including teacher’s manuals, films, tapes, or other supplementary material which will be used in connection with any survey, analysis, or evaluation as part of any program funded in whole or in part by the U.S. Department of Education, shall be available for inspection by parents or guardians of students.
b. No student shall be required, as part of any program funded in whole or in part by the U.S. Department of Education, without the prior consent of the student (if the student is an adult or emancipated minor), or in the case of an unemancipated minor, without the prior written consent of the parent, to submit to a survey that reveals information concerning:
(1) political affiliations or beliefs of the student or the student’s parent;
(2) mental and psychological problems of the student or the student’s family;
(3) sex behavior or attitudes;
(4) illegal, antisocial, self-incriminating, or demeaning behavior;
(5) critical appraisals of other individuals with whom respondents have close family relationships;
(6) legally recognized privileged or analogous relationships, such as those of lawyers, physicians, and ministers;
(7) religious practices, affiliations, or beliefs of the student or the student’s parent; or
(8) income (other than that required by law to determine eligibility for participation in a program or for receiving financial assistance under such program).
c. A parent, on behalf of a student or an eligible student, has the right to receive notice and an opportunity to opt the student out of participating in:
(1) Activities involving the collection, disclosure, or use of personal information collected from students for the purpose of marketing or for selling that information, or otherwise providing that information to others for that purpose.
(2) The administration of any third-party survey (non-Department of Education funded) containing one or more of the items contained in Paragraph 1.b., above.
(3) Any nonemergency, invasive physical examination or screening that is required as a condition of attendance, administered by the school or its agent, and not necessary to protect the immediate health and safety of a student, except for hearing, vision, or scoliosis screenings, or any physical examination or screening permitted or required under state law.
d. This notice does not preempt applicable state law that may require parental notification.
e. The school district has developed and adopted a policy, in consultation with parents, regarding these rights, as well as arrangements to protect student privacy in the administration of protected surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes.
f. The school district will directly notify parents and eligible students of these policies at least annually at the start of each school year and after any substantive changes.
g. The school district will directly notify parents and eligible students, at least annually at the start of each school year or, if scheduled thereafter, parents will be provided with reasonable notice of the specific or approximate dates of the following activities and provide an opportunity to opt a student out of participating in:
(1) Collection, disclosure, or use of personal information for marketing, sales, or other distribution.
(2) Administration of any protected information survey not funded in whole or in part by the U.S. Department of Education.
(3) Any nonemergency, invasive physical examination or screening as described above.

PPRA NOTICE AND CONSENT/OPT-OUT FOR
SPECIFIC ACTIVITIES
The Protection of Pupil Rights Amendment (PPRA), 20 U.S.C. § 1232h, requires Annandale Public Schools to notify you and obtain consent or allow you to opt your child out of participating in certain school activities. These activities include a student survey, analysis, or evaluation that concerns one or more of the following eight areas (“protected information surveys”):
1. Political affiliations or beliefs of the student or the student’s parent;
2. Mental and psychological problems of the student or the student’s family;
3. Sex behavior or attitudes;
4. Illegal, antisocial, self-incriminating, or demeaning behavior;
5. Critical appraisals of other individuals with whom respondents have close family relationships;
6. Legally recognized privileged or analogous relationships, such as those of lawyers, physicians, and ministers;
7. Religious practices, affiliations, or beliefs of the student or the student’s parent; or
8. Income, other than as required by law to determine program eligibility.
This requirement also applies to the collection, disclosure, or use of student information for marketing purposes (“marketing surveys”) and certain physical examinations and screenings.

CITY OF ANNANDALE

ORDINANCE NO. 409
AN ORDINANCE AMENDING PERMITTED USES IN THE C-2 DISTRICT
The Council of the City of Annandale, Minnesota does hereby ordain:
Section 1. Zoning Ordinance Section 150.04, Definitions, is hereby amended to include the following definition:
Day Care Home: A licensed day care facility located within a residential dwelling unit serving 12 or fewer persons.
Day Care Center: A service provided to the public in which children of school or preschool age are cared for during established business hours, and which does not qualify as a home day care.
Section 2. Zoning Ordinance Section 150.32, Central Business – Fringe District, Permitted Uses, Number 9 is amended to read as follows:
9.THC Product Retail Establishment, that the business premises is not located within 1,000 feet of a school, or within 500 feet of a day care center, residential treatment facility, or an attraction within a public park that is regularly used by minors, including a playground or athletic field.
Section 3. This ordinance shall go into effect upon passage and publication.
