ANNANDALE CITY COUNCIL
April 10, 2025
CALL TO ORDER/ROLL CALL: The City Council of Annandale, Minnesota met for a special meeting on April 10, 2025 at 6:30 pm at the Annandale Council Chambers. Mayor Jonas called the meeting to order at 6:30 pm.
City Council Present: Jonas, Czycalla, Honsey, Wuollet, Grundy. City Council members absent: None
Also, present were Administrator Hinnenkamp, Community Development Director Jacob Thunander, Chief Standafer, Chief Townsend, Assistant Engineer Nick Peterson, Public Works Director Joe Haller and members of the public.
AGENDA- A motion was made by Czycalla and seconded by Honsey to approve the agenda as presented.
All motions are approved unanimously unless otherwise noted.
NEW BUSINESS
Review Morrison Avenue Traffic Calming- Assistant Engineer Nick Peterson presented survey data for the Morrison Avenue Traffic Calming. He reviewed options and updated costs. Mayra Jonas offered for residents to approach Council with questions or concerns. The following individuals spoke:
Cliff Franzen- Was supportive of striping and speed signs. He also suggested the City look into recessed rumble strips.
Lonnie Baack- Was supportive of striping and speed being lowered for all of Morrison Avenue.
Recommended the sign is located on the top of the hill by the orchard.
Jim Franstad- Suggested if the city stripe that the shoulder could be designated as a bike lane instead of parking. Was not in favor of bump outs because the bikes would be forced to go in driving lane.
Tom Queck- Disagrees with the engineer on the stop signs. He feels a three way stop signs at Morrison and Acacia would slow people down. Not in favor of the bump outs due to the maintenance.
Sherry Trimble- Lives in Patio Homes and had concerns the project does not include the portion of
Morrison Avenue north of the golf course. Noted there should be a second way to get in to the neighborhood.
Council discussed the scope of the project and stated that the project should include Morrison from CR 183 to Cypress Drive.
Jay Olson- Lives at the insertion of Morrison Avenue and Acacia Drive. Supports installing a stop sign.
Asked if the bike trails were going to be included in the improvements.
Cliff Franzen- Asked about if there would be additional cross walks installed with the striping.
Council discussed trails and extending the trail along the golf course.
Chief Standafer provided the data collected from installing the speed sign. 26 days of data the average speed was 27 mph .. He stated he knows that there are outliers going faster and recommended residents report concerns when they see individuals driving faster.
Judy Seaberg- Asked about which side would have parking if it were striped. Peterson said the way its laid out today parking on the east side of the road on the same side of the walking trails.
Trish Townsend- Expressed concerns with the installation of the stop signs we’d lose parking and concerns that individuals will not fully stop. Expressed support of lowering speed and increasing enforcement. She felt the sign brought more alerts to drivers of their speed and slowed people down.
Kris Townsend- Shared that he felt his personal thoughts is to lower the speed and look for more enforcement. He expressed concerned about losing parking, but cares about the safety of the kids. He shared there have been serious accidents along that stretch.
Judy Seaberg- Asked about the Financial responsibility.
Holly Peterson- Shared that she is not in favor of bump outs and expressed concern of installing a median.
Was more in favor of lower speeds and possibly striping. Expressed that she didn’t think a stop sign would help. Shared that most people use the parking lot to access the trail and they are okay with that.
Purchase of Fire Truck- Chief Townsend presented a truck from the City of Savage in the amount of $250,000 to replace Engine 12 that was recently taken out of service. A motion was made by Wuollet and seconded by Honsey to approve the purchase as presented.

Motion was made by Honsey and seconded by Wuollet to adjourn the meeting. The meeting was adjourned at 7:30 pm.

BOARD OF ADJUSTMENT
AND APPEALS
April 14, 2025
CALL TO ORDER/ROLL CALL: Pursuant to due call and notice the City Council of Annandale, Minnesota met for the annual Board of Adjustment and Appeals on April 14, 2025 at 6:00 p.m. Mayor Jonas called the meeting to order at 6:00 p.m.
City Council Present: Councilmember’s Czycalla, Wuollet, Grundy, Honsey and Mayor Jonas.
Absent None. Also present were Lori Thingvold and Kristen Olson from the Wright County
Assessors Department, City Administrator Hinnenkamp, Community Development Director.
Adopt Agenda- A motion was made by Grundy and seconded by Honsey to adopt the agenda as presented. Motion was approved unanimously.
All motions are approved unanimously unless otherwise noted.
2025 Assessment
Wright County Assessors Lori Thingvold and Kristen Olson provided an update on the City of Annandale 2025 Assessment.
There was one appeal made:
PID 102-500-292203. Owner Jim Knoblach stated he is a new owner as of December 2024. He was not in agreement with the value of the property based on the recent sale. Thingvold presented comparable data collected by the County to support the value.
A motion was made by Czycalla and seconded by Honsey for no change to the value as presented.

The City Council of Annandale, Minnesota, met for a regular meeting on April 14, 2025, at 6:30 P.M. at the City Council Chambers. Mayor Shelly Jonas called the meeting to order at 6:30 P.M.
City Council present: Matthew Wuollet, Corey Czycalla, Tina Honsey,JT Grundy, Shelly Jonas.
Others present: City Administrator Kelly Hinnenkamp, Police Chief Pete Standafer, Community
Development Director Jacob Thunander, Asst City Engineer Nick Peterson, City Financial Advisor Shannon Sweeney, City Planner Nate Sparks, the Annandale Advocate and members of the public.
SET AGENDA: A motion was made by Wuollet and seconded by Honsey to adopt the agenda as presented.

APPROVAL OF MINUTES: A motion was made by Czycalla and seconded by Honsey to approve the Minutes of February 10, 2025 and March 4, 2025 meetings as presented.
VISITORS:
Jerry Wolfsteller- Expressed concerns with the impact of the irrigation on the monuments at Pleasantview Cemetery.
Brian Krebsbach- Thayer- Requested permission to host live music on his patio May – Sept on Friday, Saturday, Sunday. The only change from last year is the hours will change on Sunday from 4pm to 7pm. Friday and Saturday will stay 6pm to 9pm.
PUBLIC HEARING: NONE
OPEN FORUM:
Marc Boon- Expressed concern with the sewer compliance for the property he sold at 75 Elm Street East. Staff recommended this item to be discussed with Public Works Director Joe Haller.

UNFINISHED BUSINESS:
Morrison Avenue Traffic Calming- Council discussed the feedback received at the public meeting on April 10th
A motion was made by Honsey and seconded by Wuollet to direct staff to bring back a request to Council to consider lowering the speed limit and installing a speed sign on Morrison Avenue.
NEW BUSINESS
Approve Resolution 25-26 Approving Issuance of GO Bonds 2025A- A motion was made by Honsey and seconded by Czycalla to approve Resolution 25-26 as presented.
Reimbursement Resolution 25-27 for Wastewater Commission Projects- A motion was made by Wuollet and seconded by Bonsey to adopt the Reimbursement Resolution 25-27 as presented.
SCDP Administrative Contract- Hinnenkamp informed Council only one proposal was received regarding administrative services related to the 2025 SCDP Grant. A motion was made by Czycalla and seconded by Grundy to approve the Administrative Contract with DSI as presented.
Resolution 25-28 Approving Orderly Annexation Agreement- Thunander presented the Orderly Annexation Agreement Approved by Southside Township. A motion was made by Wuollet and seconded by Czycalla to approve Resolution 25-28 Approving Orderly Annexation Agreement with Southside Township.
GO Pledge for WWC Filtration Project- A motion was made by Wuollet and seconded by Honsey to approve the Funding and Pledge Outline for the WWC Filtration Project as presented.
PSIG Grant Agreement- A motion was made by Honsey and seconded by Grundy to approve the PSIG Grant Agreement with the PFA.
MAYOR/COUNCIL REPORTS
Chief Standafer provided updated information to Council related to the status of the new squad car, special events, A1V permits, summer preparation with increased traffic and on K-9 Deployments.

Sealed bids for the construction of Ireland AVE NW will be received by the Township of Corinna, MN at the office of the Town Clerk until 7 p.m., June 24, 2025.
Paving area includes Ireland AVE NW, from County Road 39, north to the Town Line. Corinna Township to supply and place aggregate base material as necessary to blend gravel roads and driveways.
Scope of work to include the following:
-Reclaim and pave 26’ wide = 10, 415’
-Reclaim and pave 24’ wide – 1,515’
-Overlay existing bituminous 24’ wide = 600’
-Overlay existing gravel 24’ wide = 2,630’
-Reclaim full intersection at all road crossings
-Reclaim, water, fine grade, compact for bituminous
-2” base course, 1.5 “wear course, 2.5% crown
-Pave extra1’ width on inside curves
-2’ shoulders @ 3.5 “thick, using class 6
-All applicable taxes.
Project is to be completed by mid-October, 2025
Price does not include the following:
-Location or relocation of underground lines or cables.
-Excavations or removals other than for driveway preparation.
-Aggregate materials of any kind, other than Class 6 for shoulders
-Striping
Bids must be accompanied by a Certified Check or Bidder’s Bond made payable to the Township as a proposal guarantee for at least 5% of the amount of the bid. No Bidder may withdraw their bid (which shall include the Certified Check or Bidder’s Bond) within 30 days after the scheduled closing time for the receipt of bids.
The Town Board reserves the right to reject any and all bids and to waive irregularities and informalities therein and further reserves the right to award the contract to the best interests of the Town.

Corinna Township will be receiving sealed bids for the State Park Road Account Program road construction project (105th ST NW, 100th ST NW, and Hoyt AVE NW) until 7 PM local time on June 24th, 2025, at Corinna Township Hall, 9801 Ireland AVE NW, Annandale, MN 55302. The regular Town Board meeting will be called to order at 7:00 pm and approximately 7:01 PM, bids will be opened and read aloud.
Plans and Specifications may be examined at the office of Bogart, Pederson & Associates, Inc., 13076 First Street, Becker, MN 55308, or obtained by contacting William Tessmer, PE at wtessmer@bogart-pederson.com or 763-262-8822. Plans will also be available for download online at www.QuestCDN.com. The cost to obtain a hard copy of the Plans & Specifications is $50.00 with a $10.00 mailing fee.
The projects includes: Widening and thickening of existing aggregate base and road outslopes including a limited region of wetland dredging and fill, mailbox and sign replacement, and paving over the new aggregate base.
Make all bids on the bid form supplied in the specifications – no other proposal submissions will be considered. Bids must be accompanied by a Certified Check or Bidder’s Bond made payable to the Township as a proposal guarantee for at least 5% of the amount of the bid. The Township will consider award of the contract contingent upon Engineer’s review. It is the Township’s intent to begin and complete construction in the year 2025, but do final lift and touch up by June, 2026.
