ANNANDALE CITY COUNCIL
June 9, 2025
CALL TO ORDER/ROLL CALL
The City Council of Annandale, Minnesota, met for a regular meeting on June 9, 2025, at 6:30 P.M.
in the City Council Chambers. Mayor Shelly Jonas called the meeting to order.
City Council present: Wuollet, Honsey, Grundy, Jonas. Council Members Absent: Czycalla. Alsopresent were: Public Works Director Joe Haller, Police Chief Pete Standafer, City Engineer Jared Voge, City Administrator Kelly Hinnenkamp, Perry Ryan, Consulting Planner Nate Sparks,
Representative from LGI, and the Annandale Advocate.
SET AGENDA
A motion was made by Tina Honsey and seconded by Matthew Wuollet to adopt the agenda with
the addition of CP Rail agreement under New Business.
All motions are approved unanimously unless otherwise noted.
APPROVAL OF MINUTES
A motion was made by Honsey and seconded by Wuollet to approve the Minutes of the May 12,
2025 meeting.

CONSENT AGENDA
Item F was removed for further discussion. A motion was made by Wuollet and seconded by
Honsey to adopt the consent agenda as presented. Items approved included:

E. Approve Lawful Gambling Application – Youth First
F. Approve Special Events –

REMOVED CONSENT ITEMS
F. Approve Special Events- Council discussed the use of city land for a private event open to the public. A motion was made by Wuollet and seconded by Honsey to approve the event with the conditions that a certificate of insurance is provided, all food served must be licensed by the City and the 2nd and 3rd events are approved contingent upon the Public Works Director and Police Chief approval.
UNFINISHED BUSINESS- None.
NEW BUSINESS
Ordinance for PUD Amendment for Triplett Farms- Sparks presented the request from LGI
Homes to permit additional house plans within the PUD ordinance for Triplett Farms 3rd and 4th
Addition that would not meet the City’s Performance Standards for minimum size and/or housing façade. A motion was made by Wuollet and seconded by Honsey to approve the Rachel and Olson plans. The Henderson plan can be approved pending a significant façade or roofline change and subject to City Staff approval. Motion was approved on a 3-1 with Grundy voting against. The Locke plan was not approved. Consideration of Professional Design Services for Bandshell- Council reviewed the proposal from Bolton and Menk regarding design services for a bandshell at the Municipal Park. A motion was made by Grundy and seconded by Honsey to approve the proposal as presented.
Use of Outlot B, Lake John Preserve- Council discuss the existing use of Outlot B to access Lake
John. Developer Perry Ryan spoke and expressed that his understanding was this would be green space after the road was removed. He stated to Council that he didn’t want rock there for people to access the lake. He expressed concerns with traffic. Council discussed the DNR requirement that a touch point to the lake is maintained. Staff informed Council this touch point was not defined and the use of the outlot is at their discretion. A motion was made by Jonas and seconded by Honsey to approve point no parking signs and remove the fill and plant grass. The motion carried on a 3-1
vote with Wuollet voting against.
Public Works Storage Shed Proposals- Staff presented the one proposal received for the construction of a Public Works Storage Shed. A motion was made by Wuollet and seconded by Honsey to approve the proposal from Liman Post and Beam.
CP Rail Agreement- Council reviewed the agreement related to the installation of the new crossing
at Poplar Lane. A motion was made by Wuollet and seconded by Grundy to approve as presented.
MAYOR/COUNCIL REPORTS
Chief Standafer informed Council his department ordered the signage for Morrison Avenue speed
limit and updated Council on the status of construction traffic.

A motion was made by Wuollet and seconded by Honsey to adjourn. The meeting was adjourned at
7:48 P.M.

ORDINANCE NO. 430
AMENDING THE PINTAIL PONDS – PHASE 1 PUD DISTRICT
The City Council of the City of Annandale, Minnesota does hereby ordain:
Section 1. In Ordinance No. 290 adopted on November 7, 2005, the City of Annandale adopted a Planned Unit Development (“PUD”) District related to Phase 1 of the Pintail Ponds development.
Section 2. In Resolution 05-32 adopted on September 6, 2005, the City of Annandale approved the preliminary plat and plans for Pintail Ponds Phase 1.
Section 3. In Resolution 05-39 adopted on November 7, 2005, the City of Annandale approved the final plat and plans for Pintail Ponds Phase 1.
Section 4. The plans approved by Resolutions 05-32 and 05-39 are incorporated into the PUD approved by Ordinance No. 290.
Section 5. The City of Annandale received a request to amend the PUD, Planned Unit Overlay District for facilities within the following plat:
Pintail Ponds, Wright County, Minnesota
Section 6. Original PUD District. The PUD District standards established by Ordinance No. 290 and referenced in Resolutions 05-32 and 05-39 shall remain in effect except as modified herein.
Section 7. Amended Construction Standards. The pedestrian trail located on the plans south of Ash Street, northwest of Pintail Circle, and east of Excelsior Avenue is hereby removed from the plans. The landscaping plan is hereby amended to include a minimum of seven trees meeting the minimum standards of 150.48 within the general vicinity of the removed trail.
Section 8. A copy of this Ordinance shall be kept on file at the Annandale City Hall.
Section 9. This Ordinance shall be effective upon its passage and publication.
