AN ORDINANCE TO
ESTABLISH EXCESSIVE
NOISE RESTRICTIONS
The Town Board of Clearwater Township, on the /4 day of January, 2026, adopted Ordinance No. 2026-01, entitled “An Ordinance to Establish Excessive Noise Restrictions.”
The ordinance adopts some of the Minnesota Pollution Control Agency standards for noise levels that are a nuisance in the daytime and at night, prohibits excessive noise and certain activities that generate excessive noises, and provides for the prosecution of anyone violating this ordinance.
The Clearwater Town Board has approved the text of this Summary for publication and has determined that this Summary clearly informs the public of the intent and effect of Ordinance No. 2026-01. Complete copies of Ordinance No. 2026-1 are available from the Township Clerk at the Clearwater Town Hall, 15015 State Highway 24, Clearwater, MN 55320.

ANNANDALE CITY COUNCIL
December 18, 2025
CALL TO ORDER / ROLL CALL: The City Council of Annandale, Minnesota met for a special meeting on December 18, 2025 at 8:30 am at the Annandale Council Chambers. Council Member Honsey called the meeting to order.
City Council Present: Czycalla, Honsey, Wuollet, Grundy, Jonas. City Council members absent: None. Also, present were Administrator Hinnenkamp.
AGENDA- A motion was made by Wuollet and seconded by Czycalla to approve the agenda as presented.
All motions are approved unanimously unless otherwise noted.
NEW BUSINESS
Shared Chamber Position- Council reviewed the proposed job description and shared position agreement with the Annandale Chamber. A motion was made by Honsey and seconded by Czycalla to approve the job description and agreement with the Annandale Chamber.
Approve Equipment Purchase for New Squad Car and sale of Squad Car- A motion was made by Grundy an seconded by Honsey to approve the purchase of equipment and sale of squad car as presented.
Resolution 25-73 Approving Sale of Property- A motion was made by Wuollet and seconded by Grundy to approve the Resolution as presented. ROLL CALL: Ayes: Honsey, Grundy, Wuollet, Czycalla, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 25-73 adopted on a 5-aye, 0-nay, 0-absent, 0- abstain vote.
ADJOURNMENT:
Motion was made by Honsey and seconded by Wuollet to adjourn the meeting. The meeting was adjourned at 9:11 am.

CALL TO ORDER / ROLL CALL: The City Council of Annandale, Minnesota met for a special meeting on December 31, 2025 at 6:30 pm at the Annandale Council Chambers. Council Member Honsey called the meeting to order.
City Council Present: Czycalla, Honsey, Wuollet, Grundy. City Council members absent: Jonas. Also, present were Administrator Hinnenkamp.

NEW BUSINESS
Employment Separation Agreement- Nilson- Council reviewed the separation agreement and recommendation from Personnel Committee to terminate employment with Stephanie Nilson. Hinnenkamp provided an updated version of the agreement to include the payout of existing vacation and comp time accruals. A motion was made by Grundy and seconded by Czycalla to approve the termination effective 12/31/2025 and separation agreement as amended and to defer changes needed with separation agreement to the Personnel Committee.
ADJOURNMENT:
Motion was made by Wuollet and seconded by Grundy to adjourn the meeting. The meeting was adjourned at 8:50 am.

CALL TO ORDER / ROLL CALL / ADOPT AGENDA
The City Council of Annandale, Minnesota met for a regular meeting on January 12, 2026, at 6:30 P.M. in the City Council Chambers. Mayor Shelly Jonas called the meeting to order.
Council Members Present: Matthew Wuollet, Corey Czycalla, Tina Honsey, JT Grundy and Shelly Jonas. City Council Members Absent: None
Also present were: City Administrator Kelly Hinnenkamp, Police Chief Pete Standafer, Community Development Director Jacob Thunander, Public Works Director Joe Haller, Fire Chief Kris Townsend, Assistant Engineer Nick Peterson, Perry Ryan, members of the public and the Annandale Advocate.

Schedule Annual Council Workshop- The Council discussed scheduling the annual Council workshop. The workshop was scheduled for February 9, 2026 at 5:00 p.m.
Purchase of Public Works Truck- A motion was made to approve the purchase of a Public Works truck from Midway Ford under the MN State Contract Pricing in the amount of $47,958.25. The motion carried unanimously.
Discuss Sale of Land- The Council discussed the sale of land. Mayor Jonas closed the meeting at
6:52 p.m. Mayor Jonas reopened the meeting at 7:20 p.m. A motion was made by Wuollet and
seconded by Grundy to direct staff to obtain quotes on the completion of the infrastructure prior to
the Council determining a sale price.
MAYOR / COUNCIL REPORTS
Chief Townsend reviewed items covered with the approvals under consent.
Chief Standafer updated Council that he plans to bring information to Council in February on
camera infrastructure. He addressed ongoing construction issues with parking concerns on Pleasant
Avenue- he confirmed this work will be done on January 21st. Updated Council on the replacement
of the current throw bot and provided an update on local procedures regarding federal law
enforcement.
Thunander provided an update on the Community Outreach Coordinator position at the February
meeting.

A motion was made by Honsey and seconded by Wuollet to adjourn the meeting. The meeting
adjourned at 7:28 P.M.
