CALL TO ORDER / ROLL CALL / ADOPT AGENDA
The City Council of Annandale, Minnesota met for a regular meeting on March 16, 2026, at 6:30
P.M. in the City Council Chambers. Mayor Shelly Jonas called the meeting to order.
Council Members Present: Matthew Wuollet, Tina Honsey, JT Grundy, Corey Czycalla and Shelly Jonas. City Council Members Absent: None
Also present were: City Administrator Kelly Hinnenkamp, Police Chief Pete Standafer, Community Development Director Jacob Thunander, Assistant Engineer Nick Peterson, Phil Bussey with BMI, Vince Robinson with DSI and the Annandale Advocate.
SET AGENDA
A motion was made by Honsey and seconded by Czycalla to adopt the agenda. The motion carried unanimously.
All motions are approved unanimously unless otherwise noted.
APPROVAL OF MINUTES
A motion was made by Czycalla and seconded by Wuollet to approve the minutes of the February 9, 2026 meeting with correcting the motion under consent from Grundy to Honsey.
VISITORS
None.
PUBLIC HEARING
Shores of Lake John- Resolution 26-07 Approving Easement Vacation- Thunander presented the report. Mayor Jonas opened the public hearing at 6:34pm. After hearing no public input, the hearing was closed at 6:35pm. A motion was made by Wuollet and seconded by Grundy to adopt the Resolution as presented.

CONSENT AGENDA
A motion was made by Honsey and seconded by Czycalla to approve the consent agenda as presented. The motion carried unanimously. Items approved included:

B. Approve Departments Reports
C. Approve Special Events
D. Approve Resolution 26-08 Appointing Accountant
E. Approve Resolution 26-09 Accepting Donations
F. Approve Request to Install Wildlife Monitoring Cameras
REMOVED CONSENT ITEMS

UNFINISHED BUSINESS
Camera Infrastructure Proposal- Standafer presented information regarding a proposed camera infrastructure proposal. Council directed staff to post for a hearing in April for the LPR Policy.
NEW BUSINESS
2026 Small Cities Development Program- Vince Robinson presented the Administrative Service Contract to be approved with DSI to administer the grant. Robinson explained the variation in the contract from the proposal received last year was due to the additional Program Revenue now included in the project scope. A motion was made by Wuollet and seconded by Honsey to approve the contract as presented.
Robinson presented the following documents for approval. A Motion was made by Czycalla and
seconded by Grundy to approve the documents as presented.

· Excessive Force Provision
· Residential Anti-Displacement and Relocation Assistance Plan
· Affidavit of Posting Anti-Displacement Notice
· Program Income Reuse Plan
· Section 3 Plan
· Fair Housing Plan
· Procurement Plan
· Application Disclosure Report
· Authority to Sign Draw Requests
Performance Structure- Phil Bussey with Bolton and Menk presented the proposed structure. A motion was made by Wuollet and seconded by Grundy to accept the plans presented and authorize staff to advertise for bids.
2026-2027 Prioritized Goals- Council reviewed the goals from the February works session. A motion was made by Honsey and seconded by Wuollet to approve the Council goals as presented.
MAYOR / COUNCIL REPORTS
Asst Engineer Nick Peterson updated the Council on the status of Railroad work remaining for Poplar Realignment.
Chief Standafer commented that he will relook at camera positioning after the performance stage is
completed.
ADJOURNMENT
A motion was made by Honsey and seconded by Jonas to adjourn the meeting. The meeting
adjourned at 7:47 P.M.

PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the South Haven City Council will hold a public hearing on Tuesday, June 2, 2026, at 5:30 p.m. at South Haven City Hall.
The purpose of the hearing is to receive public comment regarding:
Lot line adjustment and minor subdivision at 241 Fairhaven Ave and 261 Fairhaven Ave
All interested persons are encouraged to attend and provide comment. Written comments may also be submitted to the city prior to the hearing.
The regular Planning and Zoning meeting will immediately follow the public hearing.

ORDINANCE NO. 434
AMENDING ZONING MAP FROM AG, AGRICULTURAL TO R-1, ONE FAMILY FOR 7939 NEVENS AVENUE NW
The City Council of the City of Annandale, Minnesota does hereby ordain:
Section 1. The City of Annandale received a request to change the zoning classification of the following legally described property:
That part of the Southwest Quarter of the Southwest Quarter of Section 24, Township 121, Range 28, lying south of Soo Line Railway right of way and west of public highway and also that part of Lot 1 of Section 25, Township 121, Range 28, lying west of public highway EXCEPT for the south 484.49 feet of said Lot 1 lying westerly of the centerline of public highway, according to the United States Government Survey thereof, Wright County, Minnesota.
Section 2. The City of Annandale hereby amends the zoning map for the above described property from AG, Agricultural to R-1, One Family Residential.
Section 3. The City of Annandale Zoning Administrator is hereby directed to make the appropriate changes to the official zoning map of the City of Annandale to reflect the change in zoning classifications as set forth above.
Section 4. A copy of this Ordinance and the updated map shall be kept on file at the Annandale City Hall.
Section 5. This Ordinance shall be effective upon its passage, publication, and recording of the final plat associated with the preliminary plat of the Shores of Lake John Phase 2.
