A. Scheer moved to approve administration to work with consultants on the creation and submission of a Review and Comment to the Department of Education for a potential Bond Referendum on November 2nd, 2021. Mealey seconded. Motion carried 5-0.
B. Zabinski moved to approve Handbooks for AES, AMS and AHS. Mealey seconded. Motion carried 5-0.
C. Scheer moved to approve of Work Assignments for the 2021-22 School year. Mealey seconded. Motion carried 5-0.
D. Mealey moved to approve the Recognition of student qualifiers for the State Competition list. Zabinski seconded. Motion carried 5-0.
E. Mealey moved to approve the Resolution Adopting FY23 Long-Term Facilities Maintenance Ten-Year Plan. Scheer seconded. Motion carried 5-0.
F. Zabinski moved to approve Lunch Prices and Fees for 2021-2022. Scheer seconded. Motion carried 5-0.
G. Mealey moved to approve the three policies in the review cycle. Scheer seconded. Motion carried 5-0.
9. Information Items

B. Mealey made a motion to set a special meeting for possible election approval. It needs to be before August 20, 2021. Special meeting will be at AES on Monday, August 9, 2021 at 6:00 pm held in person at the AES Bendix media center. Scheer seconded. Motion carried 5-0.
C. The next monthly meeting will be at AES on Monday, August 23, 2021 at 7:00 pm held in person at the AES Bendix media center.

RESOLUTION ADOPTING THE CLEARWATER RIVER WATERSHED DISTRICT’S 2022 BUDGET, GENERAL AD VALOREM LEVY, SPECIAL ASSESSMENTS, SEWER UTILITY BILLING RATE SCHEDULE, AND CERTIFICATION DATE OF DELINQUENT UTILITY ACCOUNTS AND UNPAID SPECIAL ASSESSMENT ROLLS TO APPLICABLE COUNTIES WHEREAS, the Board of Managers for the Clearwater River Watershed District (CRWD) has prepared a proposed budget for the CRWD for 2022; and, WHEREAS, the Board of Managers for the CRWD has held a public hearing on the proposed budget hearing pursuant to Minn. Stat. § 103D.911; and,
WHEREAS, the Rules and Regulations of the CRWD require the Board of Managers to adopt a sewer utility rate schedule, and to set a certification date for collection of delinquent sewer utility accounts to the applicable county; and, NOW, THEREFORE, BE IT RESOLVED by the Board of Managers for the Clearwater River Watershed District as follows, that: The proposed 2022 Budget for the CRWD, as noticed publicly in legal newspapers, is hereby adopted in the amount of $691,501. The proposed 2022 general ad valorem levy of $250,000 is hereby adopted. The following special assessments are levied as follows: 2022 Augusta Bog Control O&M Assessment: $4,500 2022 Clearwater / Grass Bog Control O&M Assessment: $2,500 2022 Pleasant Lake Outlet Control O&M Assessment: $600 2022 Clearwater Chain of Lakes (1980) O&M Assessment: $176,000 2022 Project #06-1 O&M Assessment: $55,000 2022 Cedar Lake AIS O&M Assessment: $22,000 2022 Lakes Louisa & Marie AIS O&M Assessment: $29,750 2022 Lake Augusta Aquatic Invasive Species O&M Assessment: $4,500. 2022 School Section Lake Outlet O&M Assessment: $5,500 The 2022 sewer utility billing rate schedule is adopted as follows: Hidden River Sewer System: $211.00 per quarter ($211.00 to General O&M and $69.00 to Nitrogen Mitigation O&M Fund) Rest-A-While Sewer System: $228.00 per quarter Clearwater Harbor Sewer System: $158.00 per quarter ($89.00 to General O&M and $69.00 to Nitrogen Mitigation O&M Fund) Wandering Pond Sewer System: $215.00 per quarter. The certification date of collection to the applicable counties for collection as part of 2022 property taxes for 2021 delinquent sewer utility accounts is November 30, 2021.
