All citizens of the Clearwater River Watershed District are invited to attend the public hearing. The Board will vote to approve or amend this budget at the hearing with a resolution as follows:
RESOLUTION 2024-01 ADOPTING THE CLEARWATER RIVER WATERSHED DISTRICT’S 2025 BUDGET, GENERAL AD VALOREM LEVY, SPECIAL ASSESSMENTS, SEWER UTILITY BILLING RATE SCHEDULE, AND CERTIFICATION DATE OF DELINQUENT UTILITY ACCOUNTS AND UNPAID SPECIAL ASSESSMENT ROLLS TO APPLICABLE COUNTIES
WHEREAS, the Board of Managers for the Clearwater River Watershed District (CRWD) has prepared a proposed budget for the CRWD for 2025; and,
WHEREAS, the Board of Managers for the CRWD has held a public hearing on the proposed budget hearing pursuant to Minn. Stat. § 103D.911; and,
WHEREAS, the Rules and Regulations of the CRWD require the Board of Managers to adopt a sewer utility rate schedule, and to set a certification date for collection of delinquent sewer utility accounts to the applicable county; and,
NOW, THEREFORE, BE IT RESOLVED by the Board of Managers for the Clearwater River Watershed District as follows, that:
The proposed 2025 Budget for the CRWD, as noticed publicly in legal newspapers, is hereby adopted in the amount of $808,613.
The proposed 2025 general ad valorem levy of $250,000 is hereby adopted.
The General Fund budget, in the amount of $290,000 is adopted as follows:
Governance: $35,000
Admin & General: $64,000
Tech & Engineering: $35,000
Operations & Maintenance: $6,000
Water Quality Monitoring: $100,000
Other Special Projects: $25,000
Capital Outlays: $25,000
The following special assessments are levied as follows:
2025 School Section Lake Outlet O&M Assessment: $7,700
2025 Clearwater Chain of Lakes (1980) O&M Assessment: $176,000
2025 Project #06-1 O&M Assessment: $55,000
2025 Cedar Lake AIS O&M Assessment: $32,000
2025 Louisa & Marie Lake AIS O&M Assessment: $28,485
2025 Lake Augusta Aquatic Invasive Species O&M Assessment: $4,500
The 2025 sewer utility billing rate schedule is adopted as follows:
Hidden River Sewer System: $280.00 per quarter (211.00 to General O&M; $69.00 to Nitrogen Mitigation O&M Fund)
Rest-A-While Sewer System: $228.00 per quarter
Clearwater Harbor Sewer System: $158.00 per quarter ($89.00 to General O&M; $69.00 to Nitrogen Mitigation O&M Fund)
Wandering Pond Sewer System: $215.00 per quarter
The certification date of collection to the applicable counties for collection as part of 2025 property taxes for 2024 delinquent sewer utility accounts is November 30, 2024.

At the time of budget adoption, the managers also may approve administrative adjustments of benefited property status in accordance with CRWD policy.

Pursuant to MN Statue 471.6161, notice is hereby given that Annandale ISD 876, MN requests proposals for Group Health Insurance.

PUBLIC NOTICE
SUGAR LAKE PROPERTY OWNERS
As part of its ongoing effort to preserve and maintain the water quality and recreational enjoyment of Sugar Lake, the Sugar Lake Association is planning to treat aquatic invasive plants. Current rules require that lakeshore property owners be notified of the plan to treat. This serves as notice of Sugar Lake Association’s intention to treat in 2024.
• Eurasian Water Milfoil will be targeted in the next several weeks with a 2,4,D product called DMA 4. This product has been very effective in the past and has also resulted in a reduction of the areas needing treatment.
Signs will be posted in the affected areas when these treatments are made. There are very few water use restrictions with these chemicals, but property owners should take note of the information on the signs if treatment is done in their area. For more information, please contact the Association via email to vegetation@sugarlake.org.
Property Owners have the right to refuse treatment in front of their property from the shoreline out to 150 feet. Property Owners who do not want to have the water near their property treated must immediately send a letter to the Sugar Lake Association at PO Box 373, Annandale, MN, 55302, stating their desire to opt out of treatments to be made in the littoral area in front of their property. Please ensure that the lakeshore property address is included with your request, and that the request is signed by the property owner (or their representative).
The cost of these treatments is funded by the Sugar Lake Association and is an important step in maintaining the superior water quality that we all enjoy. If you are a lakeshore property and don’t already belong, please consider joining the Sugar Lake Association and help by providing a donation to support these important programs. REQUEST FOR BIDS FOR COLLECTION AND DISPOSAL
OF RECYCLABLE MATERIALS
The Corinna Township Board requests bids for the collection and disposal of residential recyclable materials included in which are newspapers, glossy print, corrugated paper, cardboard, glass bottles, aluminum, tin, plastic containers and batteries. The proposal is for the entire Township of Corinna. (Average monthly participation in 2024 is approximately 899 households per month – with carts at 1,376 households.) The bid includes a request for a performance bond in the sum of $7,500 and contractor insurance.
Service is to begin the month of May, 2025, and continue for a period of three years, with curbside pick-up every other week.
