CALL TO ORDER/ROLL CALL
The City Council of Annandale, Minnesota, met for a regular meeting on February 10, 2025, at 6:30 P.M. at the City Council Chambers. Mayor Shelly Jonas called the meeting to order at 6:30 P.M.
City Council present: Matthew Wuollet, Corey Czycalla, Tina Honsey, Shelly Jonas. City Council
Absent: JT Grundy. Others present: City Administrator Kelly Hinnenkamp, Public Works Director
Joe Haller, Police Chief Pete Standafer, Community Development Director Jacob Thunander,
Officer Mitch Faust, Wright County Commission Tina Deitrich, Assistant Engineer Nick Peterson, the Annandale Advocate and members of the public.
SET AGENDA: The following items were added to the agenda: Item F under New Business,
Rescheduling of Meeting. Item A under Visitors, Tina Deitrich. Remove Item J from consent. A motion was made by Honsey and seconded by Czycalla to adopt the agenda as amended.
All motions are approved unanimously unless otherwise noted.

A motion was made by Honsey and seconded by Czycalla to adopt the minutes of January 13, 2025 as presented.

PUBLIC HEARING:
Ordinance Amending Fee Schedule- Mayor Jonas opened the public hearing at 6:54 PM. After hearing no input from the public, Mayor Jonas closed the public hearing. After reviewing the propose amendments, a motion was made by Wuollet and seconded by Honsey to adopt Ordinance as presented.

NEW BUSINESS
Review Park Priorities- Thunander presented the priorities recommended by Park Commission.
This item will be discussed in March.
Update on Dog Park- Council reviewed the proposed changes from the County. This project will be presented in March.
Review Morrison Avenue Traffic Calming- Assistant Engineer Peterson presented options for traffic calming. Council tabled discussion until March meeting.
Annual Reports- Staff presented Annual reports. No action was taken.
Rescheduling March meeting- Council rescheduled the March meeting to March 4th and called a workshop at 5pm prior the regular meeting starting at 6:30pm.
Union Contract- Mayor Jonas closed the meeting under MN Statute 13D to review the Union
Contract. The meeting was reopened at 9:10pm. A motion was made by Wuollet and seconded by
Czycalla to approve the union contract as presented and defer any changes requested by legal or
union prior to execution to the Personnel Committee for approval.

March 4, 2025
CALL TO ORDER/ROLL CALL
The City Council of Annandale, Minnesota, met for a regular meeting on March 4, 2025, at 6:30 P.M. at the City Council Chambers. Mayor Shelly Jonas called the meeting to order at 6:30 P.M.
City Council present: Matthew Wuollet, Corey Czycalla, Tina Honsey, JT Grundy, Shelly Jonas.
Others present: City Administrator Kelly Hinnenkamp, Public Works Director Joe Haller, Police
Chief Pete Standafer, Fire Chief Kris Townsend, Community Development Director Jacob Thunander, City Engineer Jared Voge, Asst City Engineer Nick Peterson, Jessica Foley with DSI via zoom, Financial Advisor Shannon Sweeney, the Annandale Advocate and members of the public.
SET AGENDA: A motion was made by Czycalla and seconded by Honsey to adopt the agenda with the addition of item 9D- Purchase of Copier and 9E- Hiring of PD Intern.
All motions are approved unanimously unless otherwise noted

PUBLIC HEARING:
Consider SCDP Grant Application- Jessica Foley of Development Services reviewed the proposed activities, location, overall cost, and proposed financing with the Small Cities Development grant. She also reviewed the implementation schedule, past performance of the proposed staff to carry out the project, and compliance with historic requirements. Mayor Jonas opened the public hearing at 6:43pm. After hearing no input, the hearing was closed at 6:44pm.
Foley asked Council if there were any conflicts of interest from any Council Members. Mayor Jonas stated she will abstain from voting because she may have a rental property application. After
hearing no further discussion, Council took action on the following items:
• A motion was made by Czycalla and seconded by Honsey to approve moving forward with he SCDP Final Application and authorizing the Mayor to sign the grant application when completed. The motion passed on a 4-0-1 vote with Jonas abstaining.
• A motion was made by Honsey and seconded by Wuollet to approve the Local Government
Application Resolution 25-17 as presented. ROLL CALL: Ayes: Honsey, Grundy, Wuollet, Czycalla. Nays: None. Absent: None. Abstain: Jonas. Resolution 25-17 adopted on a 4-aye, 0-nay, 0-absent, 1-abstain vote.
• A motion was made by Wuollet and seconded by Czycalla to approve moving forward with the RFP for administrative services related to the program. The motion passed on a 4-0-1 vote with Jonas abstaining.
• Foley requested each Council member sign the Tennesen Warning included in the packet.
Resolution 25-18 Approving Facility Plan for Nevens Avenue Utility Extension- Asst City
Engineer Nick Peterson presented the Facility Plan for the Nevens Avenue Utility Extension.
Peterson stated the purpose of the plan is to pursue funding for the project with the MN Public
Facility Authority and that annexation would not be required if a resident chose to not connect tothe city’s Water/Sewer system. Mayor Jonas received a question prior to the meeting regarding the
cost of monthly services for seasonal property and asked staff to explain the City’s policy.
Hinnenkamp explained the City has a Snowbird Policy for properties that are vacant in the winter.
If the services are disconnected, the city will not charge a fee for Sewer/Water/Refuse during those
months. Mayor Jonas opened the public hearing at 6:55pm. The following public comments were received:
Steve Campbell, 7285 Newcomb Avenue- Stated he lives in a seasonal cabin in Phase 3. He stated there are 17 cabins on his street that are part of phase 3. He didn’t feel it was feasible given the potential cost for the 22 weekends a year that he comes to his cabin. He asked how many people in Phase 1 stated they wanted it. Peterson and Hinnenkamp explained that most of the interest was from residents in Phase 2, but they had one letter of interest from Phase 1. Cambell stated it only costs him $250 to empty his holding tank and he does not want to be annexed because he does not want the tax burden.
Jolene Sytsma, 7515 Nevens Circle- stated she is part of Phase 1. She asked if there was less
expensive way to handle the utility connection since they are a condo association and given 5 of the units are seasonal. Peterson responded that the City typically we would bring a separate service for each house, but that can be discussed further if the project moves forward. Sytsma asked if there are other options for the road as well to lower the cost. Jonas explained that this is why we are here tonight to explore funding options so there may be some reductions to these projected costs.
Elaine Fleskes, 7295 Newcomb Avenue NW- Asked why Phase 3 was included because the neighborhood does not want it. Hinnenkamp explained that there was a property that expressed strong interest. Since the Faiclity Plan is only to pursue funding, Council chose to include this phase. Fleskes asked in Phase 2 if only two people want sewer and water, would the rest of the residents be required to annex. Hinnenkamp explained that they would not be required to connect and they would not be required to annex to the City if they were not connecting to the City’s sewer and water.
Hinnenkamp reminded the residents through the Orderly Annexation Agreement the Township Board protected this area from forced annexation. The City has never had a policy to force annexation and is not considering this, but regardless, the Township ensured that this would not happen for a period of 20 years from the date of that agreement. Jonas added that some residents do have needs and the City is trying to provide options for those residents.
Resident Steve Campbell asked what the potential road width would be. Peterson responded that the City standard is 32’ from curb to curb. Campbell stated his road is only 12’ wide. He asked how that would work. Peterson responded that the final design would be determined if the project moves forward and all of these factors would be taken into consideration.
Sytsma asked about the road for Phase 1. She asked what the current width of the road was.
Peterson stated that he was unsure, but this would be looked at closer if the project moves forward.
Mayor Jonas closed the public hearing at 7:30pm. Czycalla confirmed that approval of this plan does not mean the project is moving forward. Peterson confirmed that this was correct. Wuollet asked if we chose to not move forward if this will impact future applications. Peterson stated that it would not. A motion was made by Czycalla and seconded by Honsey to approve Resolution 25-18 as presented. ROLL CALL: Ayes: Honsey, Grundy, Wuollet, Czycalla, Jonas. Nays: None. Absent:

Resolution 25-18 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.Resolution 25-19 Approving Facility plan for Annandale/Maple Lake/Howard Lake Regionalization Project- City Engineer Jared Voge presented the Facility Plan. Mayor Jonas opened the hearing at 7:38pm. The following public comments were received:
John Uecker, Albion Township Supervisor- Uecker expressed concern with the PFAS and the sludge application done by the Commission. Uecker stated he lives near one of the current sites and the same sites are being used year after year. He has concerns with the impact of PFAS. Haller
provided an explanation to the Sludge application process and stated that the Commission’s PFAS level is extremely low so there is no concern with any impact from PFAS.
After hearing no further comments, Mayor Jonas closed the public hearing at 7:43pm. A motion was made by Czycalla and seconded by Grundy to approve Resolution 25-19 as presented. ROLL

UNFINISHED BUSINESS:
Morrison Avenue Traffic Calming- Council discussed next steps with determining if changes should be made to encourage slower speeds on Morrison Avenue. Resident Matt Treichler who lives at 620 Morrison Avenue addressed Council and shared that he was not in favor of the bump outs near his house. Council decided to have a public meeting on April 10th at 6:30 pm to hear from the Southbrook neighborhood on the proposed improvements.
NEW BUSINESS
Consider Parking Requirements- Tangles Salon- Council reviewed the parking plans submitted.
Staff explained the proposed parking does not meet the current parking standards, but it is a unique property. Council expressed concerns with the number of spots based on the proposed use of the building. Council directed staff to work with the property owner and Tangles on a different plan for parking. No action was taken.
Resolution 25-20 Providing for the Competitive Negotiated Sale of GO Bonds- Poplar Realignment and TH 55 Projects- Financial Advisor Shannon Sweeney presented the proposed funding for the Poplar Realignment and Highway 55 project. A motion was made by Grundy and seconded by Wuollet to approve Resolution 25-20 as presented. Roll Call: ROLL CALL: Ayes:

PD Intern- A motion was made by Czycalla and seconded by Wuollet to approve the appointment of Aiden Goff as intern for Annandale Police Department.
MAYOR/COUNCIL REPORTS
Joe Haller updated Council that they have an intern from St. Cloud Tech program that will work at the Wastewater Plant for two weeks.
Chief Townsend updated Council on the house burn that had been done the prior weekend.
Everything went well. He also shared that they got the emergency lights installed on the Can Am.
Chief Standafer provided updated information to Council on the ATV materials they prepared for the upcoming permitting requirement.

ORDINANCE NO. 428 AN ORDINANCE AMENDING CHAPTER 112 OF CITY CODE
The Council of the City of Annandale, Minnesota does hereby ordain:
Section 1. The City of Annandale hereby amends Chapter 112 of City Code to read as follows:
SECTION 112.07 CONDITIONS OF LICENSE SPECIFIED.
(J) Proximity to Churches or Schools. No license hereunder shall be granted for any establishment located outside of the C-1 Zoning District whose building is within a radius of four hundred (400) feet of any school or church building (said radius to be measured directly from building to building); provided, however, that nothing in this paragraph shall prohibit the issuance, renewal or transfer of a license, or licenses, for the sale of intoxicating liquors on or in premises in connection with which and for which a license, or licenses, for the sale of intoxicating liquors is in effect at any time in which an application for a building permit for the construction of any school or church is initially made.
Section 2. This Ordinance shall be placed into effect upon passage and publication. Adopted this 14th day of April 2025.
