ANNANDALE CITY COUNCIL
August 11, 2025
CALL TO ORDER/ROLL CALL
The City Council of Annandale, Minnesota, met for a regular meeting on August 11, 2025, at 6:30 p.m. at the City Council Chambers. Mayor Shelly Jonas called the meeting to order.
City Council Members Present: Matthew Wuollet, Corey Czycalla, Tina Honsey, JT Grundy, Shelly Jonas. Also present were: Public Works Director Joe Haller, Police Chief Pete Standafer, Fire Chief Kris Townsend, City Administrator Kelly Hinnenkamp, City Engineer Jared Voge, Jon Ferrell, Dewey Gunnarson, Perry Ryan, Hannah Fischer, Jim Kelso (Zoom), Amy (Zoom), City Attorney Susan Dege (Zoom) and the Annandale Advocate.
SET AGENDA
A motion was made by Honsey and seconded by Wuollet to adopt the agenda as presented.
All motions are approved unanimously unless otherwise noted.
APPROVAL OF MINUTES
A motion was made by Czycalla and seconded by Honsey to adopt July 14, 2025 minutes as presented.
VISITORS
Putting the Heart into the Heart of the Lakes Award – Mayor Jonas presented an award to Cardinal Rising for their work with organizing fundraising for Annandale School District. Hannah Fischer accepted the award on behalf of the group.
Dewey Gunnarson- Annandale CART Club- Gunnarson presented his proposal for starting the Annandale CART Club with the idea to support the City of Annandale’s regulation of Golf Carts. Jonas suggested this is deferred to a committee. A motion was made by Wuollet and seconded by Czycalla to defer this item to a committee.
PUBLIC HEARING
Resolution for the Vacation of a Portion of Nevens Avenue NW – Shores of Lake John- Jonas opened the public hearing at 6:45pm. After no public comment, the hearing was closed at 6:46pm. A motion was made by Czycalla and seconded by Honsey to approve Resolution vacating a portion of Nevens Avenue as presented. ROLL CALL: Ayes: Honsey, Grundy, Wuollet, Czycalla, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 25-49 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Ordinance 431 Amending Chapter 121 (Cannabis Registration Ordinance)- Jonas opened the public hearing at 6:48pm. After no public comment, the hearing was closed at 6:49pm. A motion was made by Wuollet and seconded by Honsey to approve Ordinance 431 Amending Chapter 121.
Approve Adoption of Body Warn Camera Policy- Jonas opened the public hearing at 6:50pm. Standafer presented the purpose of the hearing and public written comment received by resident Jim Kelso. After no further public comment, the hearing was closed at 6:57pm. A motion was made by Grundy and seconded by Czycalla to approve the policy as presented with proposed amendments.

A motion was made by Wuollet and seconded by Czycalla to adopt the consent agenda as presented.

NEW BUSINESS
Amendment to Development Agreement and Assessment Agreement- Shores of Lake John- Council reviewed the proposed agreements. A motion was made by Czycalla and seconded by
Honsey to approve both agreements as presented.
MAYOR/COUNCIL REPORTS
• Grundy commented that he has received feedback on the grant received from Lake Central
Bank. Hinnenkamp said a committee has been working on this and this will be presented to
Council.
• Haller provided an updated on construction projects.
• Townsend provided an update on the E12 status.
• Standafer updated Council on speed enforcement due to construction and changes to Morrison Ave.
ADJOURNMENT
Motion to adjourn made by Grundy and seconded by Honsey. The meeting was adjourned at 7:23 p.m.

ORDINANCE NO. 431
CITY OF ANNANDALE
AN ORDINANCE AMENDING CHAPTER 121
RELATED TO THE RETAIL SALE OF CANNABIS AND LOWER-POTENCY HEMP EDIBLES IN THE CITY OF
ANNANDALE
The City Council of the City of Annandale ordains:
SECTION 1: Section 121.06 Subdivision A is here by amended in its entirety to read as follows:
SECTION 121.06 REGISTRATION PROCESS.
(A) Registration form to distribute Registered Products shall be provided by the City and accompanied by a registration fee as determined by the City Council. The registrant shall provide their full name, their residential and business addresses and telephone numbers, the name of the business being registered, a copy of a valid state license or written notice of OCM license preapproval and any additional information the City deems necessary. A business entity applicant shall provide a list of all persons that have an interest of 5% or more in the business. The list shall name all owners and show the interest held by each, either individually or beneficially for others. Applications will be considered complete when all materials in this ordinance are received by the City and include all required information. If the City Clerk determines that a registration form is incomplete, it shall be returned to the registrant with notice of the information necessary to make the form complete. Applications will be processed on a first-come, first-served basis based on the City receiving a completed application and payment of all fees.
SECTION 2: Effective Date: This Ordinance shall be effective upon the passage and publication of this ordinance.
