ANNANDALE CITY COUNCIL
March 16, 2026
CALL TO ORDER / ROLL CALL / ADOPT AGENDA
The City Council of Annandale, Minnesota met for a regular meeting on March 16, 2026, at 6:30 P.M. in the City Council Chambers. Mayor Shelly Jonas called the meeting to order.
Council Members Present: Matthew Wuollet, Tina Honsey, JT Grundy, Corey Czycalla and Shelly Jonas. City Council Members Absent: None
Also present were: City Administrator Kelly Hinnenkamp, Police Chief Pete Standafer, Community
Development Director Jacob Thunander, Assistant Engineer Nick Peterson, Phil Bussey with BMI,
Vince Robinson with DSI and the Annandale Advocate.
SET AGENDA
A motion was made by Honsey and seconded by Czycalla to adopt the agenda. The motion carried unanimously.
All motions are approved unanimously unless otherwise noted.
APPROVAL OF MINUTES
A motion was made by Czycalla and seconded by Wuollet to approve the minutes of the February 9, 2026 meeting with correcting the motion under consent from Grundy to Honsey.
VISITORS
None.
PUBLIC HEARING
Shores of Lake John- Resolution 26-07 Approving Easement Vacation- Thunander presented the report. Mayor Jonas opened the public hearing at 6:34pm. After hearing no public input, the hearing was closed at 6:35pm. A motion was made by Wuollet and seconded by Grundy to adopt the Resolution as presented.

CONSENT AGENDA
A motion was made by Honsey and seconded by Czycalla to approve the consent agenda as presented. The motion carried unanimously. Items approved included:

E. Approve Resolution 26-09 Accepting Donations

UNFINISHED BUSINESS
Camera Infrastructure Proposal- Standafer presented information regarding a proposed camera infrastructure proposal. Council directed staff to post for a hearing in April for the LPR Policy.
NEW BUSINESS
2026 Small Cities Development Program- Vince Robinson presented the Administrative Service Contract to be approved with DSI to administer the grant. Robinson explained the variation in the contract from the proposal received last year was due to the additional Program Revenue now included in the project scope. A motion was made by Wuollet and seconded by Honsey to approve the contract as presented.
Robinson presented the following documents for approval. A Motion was made by Czycalla and seconded by Grundy to approve the documents as presented.

Performance Structure- Phil Bussey with Bolton and Menk presented the proposed structure. A motion was made by Wuollet and seconded by Grundy to accept the plans presented and authorize staff to advertise for bids.
2026-2027 Prioritized Goals- Council reviewed the goals from the February works session. A motion was made by Honsey and seconded by Wuollet to approve the Council goals as presented.
MAYOR / COUNCIL REPORTS
Asst Engineer Nick Peterson updated the Council on the status of Railroad work remaining for Poplar Realignment.
Chief Standafer commented that he will relook at camera positioning after the performance stage is completed.
ADJOURNMENT
A motion was made by Honsey and seconded by Jonas to adjourn the meeting. The meeting adjourned at 7:47 P.M.

TO ALL INTERESTED PERSONS AND CREDITORS:
Notice is hereby given that an application for informal probate of the above-named Decedent’s Last Will dated December 23, 1999 has been filed with the Probate Registrar, and the application has been granted. Notice is also given that the Probate Registrar has informally appointed Kathleen Abraham, 175 Cardinal Lane,Clearwater MN 55320 as Personal Representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as Personal Representative, or may object to the appointment of the Personal Representative. Unless objections are filed pursuant to Minn. Stat. § 524.3-607, and the court otherwise orders, the Personal Representative has full power to administer the Estate, including, after 30 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.
Any objections to the probate of the Will, or to the appointment of the personal representative, must be filed with this court, and will be heard by the court after the filing of an appropriate petition and proper notice of hearing.
Notice is also given that, subject to Minn. Stat. § 524.3-801, all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four (4) months after the date of this Notice, or the claims will be barred.

ASSOCIATION NOTICE OF TREATMENT
The Minnesota Department of Natural Resources has granted the Greater Lake Sylvia Association a waiver of the requirement that it obtain the signatures of approval of lakeshore property owners. Instead, the Greater Lake Sylvia Association will be required to notify property owners through alternative forms such as the GLSA Website, or the Annandale Advocate.
With regard to the treatments for 2026, The Greater Lake Sylvia Association (GLSA) will contract with Lake Restoration as necessary to treat Eurasian Watermilfoil (EWM), Curly Leaf Pondweed (CLP), and Starry Stonewort (SSW), all invasive aquatic species. The method of control or product being used: EPA and MDA registered aquatic herbicides and algicides, such asbut not limited to Cutrine Plus Algicide, Liquid 2,4-D, Granular 2,4-D, Diquat.
Several factors affect the treatment of Aquatic Invasive Species, including the weather and the correct window of time that AIS can be treated without harming other native vegetation in the area. In 2026, we will be targeting treatment for Curlyleaf Pondweed, Eurasian Watermilfoil, and Starry Stonewort. Treatment may happen between April 30 and October 21. If you do not want treatment of any of these invasive species adjacent to your property, please notify the Greater Lake Sylvia Association.

According to the Minnesota DNR, you can prevent the spread of aquatic invasive species (AIS) by following these steps every time you leave a lake or river:
• Clean
Remove all aquatic plants, zebra mussels, and other invasive species from your boat, trailer, and water-related equipment.
• Drain
Remove all water from your boat, ballast tanks, motor, live well, and bait container. Keep drain plugs out and water-draining devices open while transporting your equipment.
• Dispose
Throw away any unwanted bait, such as minnows, leeches, and worms. If you want to keep live bait, drain the water and refill the
container with bottled or tap water.
• Dry
If you’re moving docks, lifts, or rafts from one body of water to another, you should dry them for 21 days first. You can also lay out materials to dry, but drying times vary by species and you should inspect them after the drying period is over.
• Don’t release
Never release bait, plants, or aquarium pets into Minnesota waters.
You can also report any new infestations. The DNR has outreach materials, such as wallet-sized identification cards, fact sheets, and watch cards, that can help you identify invasive species and learn how to prevent their spread.

NOTICE IS HEREBY GIVEN, That the Local Board of Appeal and Equalization for TOWNSHIP OF SOUTHSIDE of Wright County, Minnesota, will meet at the Office of the Clerk in said Township, at 9:00AM, on Thursday, the 23rd day of April, 2026. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.
If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation or classification after discussing it with your assessor, you may appear before the local board of appeal and equalization. The board will review your assessments and may make corrections as needed. Generally, you must appeal to the local board before appealing to the county board of appeal and equalization.

The Board of Supervisors for the Town of Corinna, Wright County, Minnesota, hereby ordains that on the 17th day of March 2026 the Corinna Township Board of Supervisors adopted text amendments to the Township’s LAND USE ORDINANCE. The amendments modify references in Section 611.2 of the Corinna Township Land Use Ordinance to FEMA flood map panels 27171C0085D and 27171C0095D, which are being modified by a Letter of Map Revision to be effective April 20, 2026. The amendments to the Ordinance shall take effect immediately upon publication as provided by law. The complete text of this amended Ordinance may be viewed on the Corinna Township website or at Corinna Town Hall (9801 Ireland Ave NW, Annandale, MN 55302).
