ANNANDALE CITY COUNCIL MEETING MINUTES JUNE 1, 2020
CALL TO ORDER/ROLL CALL: The City Council of Annandale, Minnesota met for a regular meeting on June 1, 2020, 2020 at 7:00 p.m. Held electronically via Zoom. Mayor Gunnarson called the meeting to order at 7:00 p.m. City Council Present: Jonas, Wuollet, Czycalla, Gunnarson. City Council members absent: Hastings. Also, present were Administrator Hinnenkamp, Police Chief Standafer, Jared Voge, Joe Haller, Jeffrey Burkhardt and the Annandale Advocate.
SET AGENDA: Motion was made by Czycalla and seconded by Jonas to adopt the agenda as amended. The motion carried unanimously. All motions were taken by roll call and approved unanimously unless otherwise noted. MINUTES: A motion was made by Wuollet and seconded by Czycalla to approve the minutes from April 6, 2002, April 6, 2020 Board of Review Minutes, May 4, 2020, May 15, 2020 and May 29, 2020 meetings.
AUDITING CLAIMS: A motion was made by Czycalla and seconded by Jonas to approve the claims and EFT’s as presented.
VISITORS: None
PUBLIC HEARINGS: None
CITIZEN ‘S FORUM: None
CONSENT AGENDA: A motion was made by Wuollet and seconded by Czycalla to approve the Consent Agenda as presented: Police, Finance, Fire, Deputy Registrar — April Reports, Employment Anniversaries/Step Increases: None, Fund Transfer/Closures, Donations as presented.

NEW BUSINESS
2019 Audit-
Jeff Burkhardt presented the 2019 Audit Report. A motion was made by Czycalla and seconded by Wuollet to approve the 2019 Audit.
2020 Liquor License Fee- The Council discussed refunding a portion of the License fee due to the bar and restaurant closures ordered by the Governor. A motion was made by Jonas and seconded by Wuollet to refund 20% of the fee.
Ordinance 377 Approving Zoning Text Amendments and Resolution 20-21 Approving Summary Ordinance — the council reviewed the recommendation by the Planning Commission. A motion was made by Wuollet and seconded by Czycalla to approve Ordinance 377 and Resolution 20-21 Approving Summary Ordinance that includes changing the required minimum depth of the two stall garage to 24’ for R1 and 22’ for all other districts. The motion was approved by roll call on a 3-1 vote with Jonas voting against.
Ordinance 378 Approving Projecting Signs and Resolution 20-22 Approving Summary Ordinance- A motion was made by Czycalla and seconded by Gunnarson to approve Ordinance 378 and Resolution 20- 22 as presented.
Pavilion Rental Guidance- A motion was made by Jonas and seconded by Czycalla to follow social settings guidance under state of MN for the purposes of renting the pavilion. Wright County Committee Representation- No action was taken.
2020 Housing Incentive- Council reviewed the Housing Incentive Program. No action was taken to continue the program in 2020.
ABBSB Play Safe Plan- The Council reviewed the proposal from Annandale Baseball Softball Association on their return to play ball in summer of 2020. A motion was made by Jonas and seconded by Czycalla to approve the proposed plan.
Discuss Outdoor seating in Public Areas- A motion was made by Czycalla and seconded by Jonas to allow the use of City sidewalks, alleys and parking areas where appropriate, to direct the city attorney to draft an agreement to allow use and direct the Mayor and Administrator to execute with businesses that request.
MAYOR/COUNCIL REPORTS: Joe update on the 2020 improvement project.. Czycalla asked about the tree clean up by Big Woods. Haller said there was time last fall and they hope to get back to it when time allows. Chief Standafer- provided an update on the graduation ceremony and on the starting of the new Officer today.

Notice is hereby given that the Annandale Planning Commission will hold a Public Hearing on Tuesday, July 28, 2020 at 7:00 pm or as soon thereafter as possible, in the City Hall Council Chambers to consider a variance and PUD request by Sand Profile to allow the addition of a industrial building in I-1, Industrial and Shoreland Overlay District for the property at 330 West Commercial.
