MINUTES ANNANDALE CITY COUNCIL June 10, 2024
CALL TO ORDER/ROLL CALL: The City Council of Annandale, Minnesota met for a regular meeting on May 13, 2024 at 6:30 p.m. at the City Hall Council Chambers. Councilmember Wuollet called the meeting to order at 6:30 p.m.
Council Members present: Grundy, Wuollet, Honsey. Council Members Absent: Jonas, Czycalla. Others Present: City Administrator Kelly Hinnenkamp, Chief Standafer, Public Works Director Joe Haller, Assistant Engineer Nick Peterson, Brian Bruggemann, Financial Advisor Shannon Sweeney, Auditor Jeff Burkhardt and the Annandale Advocate.
SET AGENDA: A motion was made by Grundy and seconded Honsey to adopt the agenda as presented. The motion was carried unanimously.
All motions are approved unanimously unless otherwise noted.
APPROVAL OF MINUTES
A motion was made by Honsey and seconded by Grundy to adopt the minutes of the May 13, 2024 meeting as presented.

There were no visitors present at this meeting.
PUBLIC HEARING
Resolution 24-40 Adopting TIF 17- Pintail Preserve: A public hearing was held regarding the Resolution Adopting TIF 17 – Pintail Preserve. Shannon Sweeney presented the information. The public hearing opened at 6:37 P.M. and closed at 6:45 P.M. with no public input. A motion was made by Honsey and seconded by Grundy to adopt Resolution 24-40 as presented. ROLL CALL: Ayes: Honsey, Wuollet, Grundy. Nays: None. Absent: Jonas, Czycalla. Abstain: None. Resolution 24-40 adopted on a 3-aye, 0-nay, 2-absent, 0-abstain vote.

NEW BUSINESS
2023 Audit Presentation: Jeff Burkhardt presented the 2023 Audit. A motion as made by Grundy and seconded by Honsey to approve the 2023 Audit as presented.
Resolution 24-44 Approving Final Plat – Pintail Preserve: Staff reported Brian Bruggeman has submitted for approval of Final Plat for Pintal Preserve development. Staff has reviewed the plat and determined it is consistent with the Preliminary Plat approved May 13, 2024. A motion as made by Honsey and seconded by Grundy to approve Resolution 24-44 Approving Final Plat for Pintail Preserve as presented. ROLL CALL: Ayes: Honsey, Wuollet, Grundy. Nays: None. Absent: Jonas, Czycalla. Abstain: None. Resolution 24-45 adopted on a 3-aye, 0-nay, 2-absent, 0-abstain vote.
Assessment Agreement – Lu’s Café: A motion was made by Wuollet and seconded by Honsey to approve the assessment agreement for Lu’s Café as presented.
Resolution 24-45 of Negative Declaration for the Need of an EAW- Shores of Lake John:
Assistant Engineer Nick Peterson presented the Resolution and the recommendation from staff for a negative declaration. A motion was made by Grundy and seconded by Honsey to approve Resolution 24-45 of Negative Declaration for the Need of an EAW. ROLL CALL: Ayes: Honsey, Wuollet, Grundy. Nays: None. Absent: Jonas, Czycalla. Abstain: None. Resolution 24-45 adopted on a 3-aye, 0-nay, 2-absent, 0-abstain vote.
Reschedule July Meeting: A motion as made by Honsey and seconded by Wuollet to reschedule the July meeting to July 1, 2024.
Resolution 24-46 Authorizing Eminent Domain: Staff informed Council there have been attempts to purchase an easement for the Poplar Realignment Project, but there has been no response from the landowner. A motion was made by Grundy and seconded by Honsey to Approve Resolution 24-36 as presented. ROLL CALL: Ayes: Honsey, Wuollet, Grundy. Nays: None. Absent: Jonas, Czycalla. Abstain: None. Resolution 24-46 adopted on a 3-aye, 0-nay, 2-absent, 0-abstain vote.
MAYOR/COUNCIL REPORTS
Chief Standafer reported that K-9 training was complete, preparations for the 4th of July and special events were underway, and new officers were doing well.
PW Director Joe Haller provided an update on the 2024 improvements, the pickleball project has been delayed due to the rain. They are hoping to pave later this week, and the Watertower project should start up next week.

NOTICE OF FILING DATES FOR ELECTION TO THE SCHOOL BOARD INDEPENDENT SCHOOL DISTRICT NO. 876
ANNANDALE PUBLIC SCHOOLS

NOTICE IS HEREBY GIVEN that the period for filing affidavits of candidacy for the office of school board member of Independent School District No. 876 shall begin on July 30, 2024, and shall close at 5 o’clock p.m. on August 13, 2024.
The general election shall be held on Tuesday, November 5, 2024. At that election, three (3) members will be elected to the School Board for terms of four (4) years each.
Affidavits of Candidacy are available from the school district clerk, School District Office, 125 Cherry Ave N, Annandale, MN 55302 or online at www.isd876.org/Page/3589. The filing fee for this office is $2.00. A candidate for this office must be an eligible voter, must be at least 21 years of age, district resident for at least 30 days (M.S. 204B.06, Subd. 1), not be a convicted sex offender (M.S. 205A.06, Subd. 1b), and must have no other affidavit on file for any other office at the same general election.
The Affidavits of Candidacy must be filed in the office of the school district clerk and the filing fee paid prior to 5 o’clock p.m. on August 13, 2024.

Candidacy for Township Supervisor offices
Notice is hereby given to the voters of Southside Township, Wright County, Minnesota, that the Township Clerk/Treasurer will be accepting Affidavits of Candidacy for those wanting to file for the offices of Township Supervisor Seat 1 for a 4-year term and Township Supervisor Seat 2 for a 4-year term. Filing period begins 07/30/2024 and runs through 08/13/2024 5:00 p.m. There is a $2.00 filing fee. Candidate withdrawal period ends 08/15/2024.
