September 8, 2025
CALL TO ORDER/ROLL CALL
The City Council of Annandale, Minnesota, met for a regular meeting on September 8, 2025, at 6:30 p.m. at the City Council Chambers. Mayor Shelly Jonas called the meeting to order.
City Council Members Present: Matthew Wuollet, Corey Czycalla, Tina Honsey, JT Grundy, Shelly
Jonas. Also present were: Public Works Director Joe Haller, Police Chief Pete Standafer, Fire Chief Kris Townsend, City Administrator Kelly Hinnenkamp, Community Development Director, Jacob Thunander, Assistant Engineer Nick Peterson, Laura Sellheim, Andy Daniels, Jon Ferrell, Tony Velishek, Greg Roth, Superintendent Tim Prom, Rick Pullen, Northland Refrigeration, and the Annandale Advocate.
SET AGENDA
The following items were amended- Add Item B under Visitors- Annandale School District, Add Item C- Annandale Vote Yes Committee, Add Item 9C Extending Plat Filing for Shores of Lake John, Add Item 9D Approving Cannabis Registration and Remove Item H under consent for additional discussion. A motion was made by Honsey and seconded by Grundy to adopt the agenda as amended.
All motions are approved unanimously unless otherwise noted.
APPROVAL OF MINUTES
A motion was made by Czycalla and seconded by Honsey to adopt July 14, 2025 minutes as presented.
VISITORS
North Risk Partners – Greg Roth presented the Comprehensive and Liability Insurance Renewal.
There is a 4% decrease in the renewal premium. Roth introduced Tony Velishek who presented the options for Worker’s Comp Renewal. The City received a proposal from Bitco that would be approximately $30,000 less than the proposal received from LMCIT. A motion was made by Wuollet and seconded by Honsey to approve the Comprehensive with LMCIT, approve the Worker’s Compensation coverage with Bitco and to not waive the City’s Tort Liability Limits.
Annandale School District- School Board member Katie Jones, Superintendent Tim Prom, and Business Manager Rick Pullen presented information on the upcoming Levy.
Annandale Vote Yes Committee- Laura Sellheim, representing the Vote Yes Committee presented information regarding the upcoming levy.
PUBLIC HEARING- None
OPEN FORUM- Andy Daniels requested the City consider reaching out to the bar owners earlier regarding scheduling bands for Summer 2026.
CONSENT AGENDA
A motion was made by Grundy and seconded by Czycalla to adopt the consent agenda as presented.

REMOVED CONSENT ITEMS
Approve Resolution 25-56 Approving Site Plan and Resolution 25-57 Conditional Use Permit – Northland Refrigeration- Council reviewed the proposal. Council would be okay with some of the changes as requested to be consistent with the other properties in the business park. A motion was made by Grundy and seconded by Honsey to approve Resolutions with any changes to be approved by the EDC. ROLL CALL: Ayes: Honsey, Grundy, Wuollet, Czycalla, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 25-56 and 25-57 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
UNFINISHED BUSINESS- None.
NEW BUSINESS
Resolution 25-58 Approving Preliminary Levy and Budget for Taxes Payable 2026,Resolution 25-59 Abating Tax Levy and Call TNT Hearing for December 8, 2025- A motion was made by Honsey and seconded by Wuollet to approve as presented. ROLL CALL: Ayes: Honsey, Grundy, Wuollet, Czycalla, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 25-58 and 25-59 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Update on LCB/FHLB Donation- Council scheduled a work session for October 7, 2025 at 6:30pm.
Extend Filing for Shores of Lake John Plat- A motion was made by Czycalla and seconded by Grundy to approve the request to extend filing for Shores of Lake John Plat.
Resolution 25-60 Approving Cannabis Registration for O’Buds- A motion was made by Grundy and seconded by Czycalla to approve the Cannabis Registration for O’Buds as presented.
ROLL CALL: Ayes: Honsey, Grundy, Wuollet, Czycalla, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 25-60 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
MAYOR/COUNCIL REPORTS
• Peterson- Contractor will start Morrison this week.
• Haller- Update on local projects
• Standefer- Looking at appointing a new reserve
• Czycalla- stated he had met on the KART discussion from the prior meeting.

ORDINANCE NO. 426
AMENDING ZONING MAP FROM AG, AGRICULTURAL TO R-1, ONE FAMILY FOR 7832 NEVENS AVENUE NW
The City Council of the City of Annandale, Minnesota does hereby ordain:
Section 1. The City of Annandale received a request to change the zoning classification of the following legally described property:
The South Half of the Southwest Quarter (S 1/2 of SW 1/4) South of Railway of Section
Twenty-four (24), Township One Hundred Twenty-one (121), Range Twenty-eight (28).
EXCEPT:
That part of the Southwest Quarter of the Southwest Quarter of Section 24, Township 21, Range 28, lying south of Soo Line Railway right of way and west of the centerline of the public highway as described in Document No.392516.
AND
Government Lot One (1) of Section Twenty-five (25), Township One Hundred Twenty-one (121), Range Twenty-eight (28), lying East of the centerline of the existing Township Road, except the following described tract: Beginning at the Southeast corner of said Lot One (1), thence West 2 rods on the South line of Lot One (1), thence
Northeasterly across Lot One (1) to a point on the East line of said Lot One (1), that is 2 rods North of the Southeast corner of said Lot One (1), thence South along the East line 2 rods to point of beginning.
AND

Section 2. The City of Annandale hereby amends the zoning map for the above described property from AG, Agricultural to R-1, One Family Residential.
Section 3. The City of Annandale Zoning Administrator is hereby directed to make the appropriate changes to the official zoning map of the City of Annandale to reflect the change in zoning classifications as set forth above.
Section 4. A copy of this Ordinance and the updated map shall be kept on file at the Annandale City Hall.
Section 5. This Ordinance shall be effective upon its passage, publication, and recording of the final plat associated with the preliminary plat of the Shores of Lake John.
Adopted by the Annandale City Council this 14th day of April 2025.
